Out-of-date bylaws repealed

“A bylaw that is in effect can only be cancelled by a repealing clause in a replacement bylaw, or by a repealing bylaw in the case of it having no further need, action or consequence. The repealed bylaws are kept in a ‘Repealed Bylaw Register’ for record retention purposes. There is a continuous review in the City Clerk’s Office of the Bylaws, and if any are found to be redundant, they are as necessary or annually, brought forth in a Repealing Bylaw to council,” explained Kathy Ritchie – Director of Legislation and Procedures (City Clerk).

The bylaws and why they were being repealed were;

*Bylaw No. 7 – 2003 – Providing for an Election Procedure to conduct a Vote on a Question on a Health Levy (expired in 2003)

Bylaw No. 17 -- 2008 – To provide for the Exemption of Taxation for Certain Properties within the City of Yorkton (expired in 2008 and was the end of the exemption for the Yorkton In-fill Housing Policy)

Bylaw No. 25 -- 2012 – Provide for Special polls, a Mobile Poll and to establish Polling Areas for the 2012 Municipal/School Board Elections (expired in 2012 – note: no longer required to establish polls by bylaw, to be done by Resolution as per new Act)

Bylaw No. 24 -- 2014 – To Repeal Certain Bylaws (can only have one repealing bylaw in the current register at a time).
