Saltcoats Council meets for regular meeting

Lagoon Expansion Project was discussed

Saltcoats Town Council met for its regularly scheduled May 20th meeting and started with the acceptance of the agenda, before proceeding to the addendums.

The addendums are the town's “house-keeping” list which keeps track of important projects and issues the town has.

The council reviewed and amended the Financial Committee’s meeting minutes from April 14, 2020, the minutes of the April 14th council meeting, as well as the Town of Saltcoats Special Council Meeting held May 4, 2020 before making a motion to accept them as amended.

Carrying on, the council addressed the town’s financials, including the List of Accounts for Approval, the Budgetary Control Reports, the Bank Reconciliation Report and the Unpaid Tax Report before passing the town’s financials.

The office assistant submitted her resignation and the council accepted it.

There were two summer students hired to help out with the maintenance of the town. The summer students are hired under grants and will be employed for approximately 3 months.

Moving to the Public Works Department, the council discussed the Monthly Review of Waterworks Operation, Foreman Hunt reported that the month has been very smooth and the magnesium levels are good.

Under the Public Works Report it was reported that the lagoon cells had a frozen valve this spring that has now been replaced.

The council has decided to purchase a New water pump rather than refurbish the old one, which was carried without discussion.

The Lagoon Expansion Project was discussed. Foreman Hunt is pleased that the project has had any old deficiencies rectified and the project is now complete.

Drilling of the test well for the water lift station has begun with well 4 providing the best water flow rate so far, although only two wells were dug. There are three older wells being utilized in the test process.

The Waste Bin Site has had issues with the bins being overfilled and waste left on the ground around the bins. Ratepayers are reminded it is illegal to put garbage on the ground or overfill the waste bins.

Homeowners doing renovations are not to be using these bins for construction waste, they should be getting OSS bins for renovations.

Under Business Arising from the Previous Minutes, the council discussed the paving tenders. There were four tenders received and the recommendation was to award the tender to Federowich. After a lengthy discussion, the council made a motion to accept Federowich’s tender.

Cough/sneeze barriers were purchased and the public works department will install it so the town office can re-open. Moving onto new business, the council discussed Public’s Works Policy 20–03 - Town Owned Building Access Draft was discussed before making a motion to approve it as amended.

The Saltcoats  District Community Hall, and Sterling Room Rentals and Waivers Draft was reviewed before a motion was made to accept it as amended.

The town received a letter about ATV violations in town and the park. The matter has been referred to the RCMP and the commisionaire.

The Town of Saltcoats will be advertising the Tax Enforcement as per legislation.

It was decided to waive the rent for the Laketown Leaders Sterling Room rental as they are unable to attend the facility.

The council then moved in-camera.
