NORTH BATTLEFORD — City council in North Battleford has passed a number of tax bylaws in preparation for tax notices to go out in the mail to residents.

At their meeting Monday at Don Ross Centre council chambers, council passed in three readings the bylaw setting the 2022 municipal mill rates, incorporating council’s previously approved 5.11 per cent increase in general taxation for 2022. The uniform mill rate has been set at 15.653, up from 14.752 last year.

City Director of Finance Brent Nadon noted there are a few rates that have not changed this year. The recreation capital levy for residential and condominiums, and for commercial and industrial, will not change for 2022. The mill rate for the railway and pipeline subclass also did not change. UPAR rates remain the same as well.

An average residential property with a taxable value of $165,800 will face an increase on average of 4.35 per cent. A commercial property with a taxable value of $396,000 will face an average increase of 3.94 per cent.

Also passing in three readings was the bylaw to establish a minimum and base taxes and to authorize the levy for the business improvement district; the levying of a base tax for funding the underground pipes and asphalt replacement program; and the bylaw to impose penalties for non-payment of taxes.

One other related bylaw was passed at Monday’s meeting: a bylaw amendment to establish a “personal care home” subclass within the commercial tax class. This was in response to the previous discussions at council on how to tax personal care homes. That carried unanimously.
