TISDALE — Over December the Tisdale RCMP received two calls pertaining to dogs crying due to the cold.

The first on Dec. 13, resulted in officers attending and discovering the dog had food and shelter.

“The issue was not the dog's wellness, it was actually a noise concern as the dog was whining and barking, disturbing the neighbours,” said Sgt. Wanita Minty with the Tisdale RCMP. “The dog was well cared for. The owner took immediate action when advised that the dog was causing a nuisance.”

The second call on Dec. 22, resulted in the homeowner being spoken to and educated on town bylaws.

No tickets were issued, and Minty said as of Jan. 26 they haven’t had any further complaints.

Tisdale RCMP responded to 48 calls for service within the town over December and 94 calls for service over the month  including a report of persons bragging about fake vaccine documentation – which resulted in a public health report; one sexual offence; three spousal assaults/threats/other; three thefts/possession of stolen property; four municipal bylaws; three collisions; three calls under the Mental Health Act; four provincial traffic charges and four false alarms.

The numbers were discussed at Tisdale council during their meeting on Jan. 24.

Some specific calls included an adult being ticketed on Dec. 6 for failing to stop for School Bus on 111th Avenue; an adult being charged with shoplifting on Dec. 5; noise complaints at Wicks on Dec. 3, 16 and 18; a vehicle rolling out of a driveway and hitting a neighbour’s garage on Dec. 1; a youth assaulted at school by another youth who was charged on Dec. 3; a report of an adult suffering a mental health concern who had barricaded themselves in the hospital and was talked down without police intervention; and a vehicle that was taken without consent by an adult relative on Christmas. The adult was charged and is before the courts.

There were six reported fraud calls in which the scammer attempted to gain access to the victim’s social insurance number. RCMP have obtained a warrant for arrest.

According to Tisdale town bylaws, a dog shall be deemed to create a nuisance when it creates a disturbance, annoyance or discomfort for or to other persons residing in the neighbourhood, or to the public at large, whether by loud or frequent barking, howling or yelping, by leaving the premises of its owner or other caretaker, by chasing motor or other vehicles, or in any other manner or way.

The owner and any other person with possession or care of a dog committing a nuisance is required to take immediate action, and it will be a breach of the bylaw to fail to remedy the nuisance or to permit or allow it to continue or be repeated.

The penalty for the first violation is $50, which climbs to $125 if a second violation is committed in the same calendar year, and climbs to $250 for the third violation within the same calendar year.
