REGINA – A 26-year-old man wanted by Regina Police Service and Correctional Service Canada for violating his statutory parole conditions has a history of gang violence.
According to parole documents, Dorian Knight Loessl has a lengthy criminal history involving property crimes, weapons, breaches, and non-compliance convictions.
He was serving his first federal sentence of five years and three months for a series of serious offences committed in March 2019, described as a “crime spree.” The convictions included two counts of robbery with a firearm, unauthorized possession of a firearm in a vehicle, and mischief over $5,000 to property.
His crimes involved the use of a rifle, a large knife, and a taser. During one robbery, a victim was struck with the rifle, causing injury. A six-year-old child was present during one incident, which caused serious psychological harm, according to parole documents.
In addition, parole documents reveal that Loessl’s institutional behaviour has been problematic. He was a street gang member and participated in damaging government property in two incidents. In one incident, he and a cellmate tried to escape through a ceiling vent. He has been involved in subculture activities, instigated incidents, and possessed contraband (pills, THC-laced items). He has been accused of diverting medications and tested positive for THC.
In the last four years of his imprisonment, he was charged with four serious institutional charges, including being involved in an inmate assault.
Loessl was first released on statutory release in June 2023 but his release was suspended and later revoked after he failed to comply with prescribed medications. He used marijuana not from an approved source and admitted to using Suboxone possibly laced with methamphetamine. He failed to follow through with addiction services and was unlawfully at large starting on Sept. 30, 2023, for five months. In 2024, he was convicted of escaping or being unlawfully at large and given a three-month consecutive sentence.
Troubled childhood
Parole documents show that his childhood was chaotic and dysfunctional. His father died before he met him and he witnessed domestic violence and suffered physical/emotional abuse. He was raised by his mother until the age of 12, then his grandparents, who kicked him out at age 15, leading him to a street life.
He joined a street gang at the age of 17 but now says he has left the gang.
He uses methamphetamine to self-medicate.
Statutory release
In March the parole board changed his statutory release conditions. They include not to consume, purchase or possess alcohol or drugs not prescribed, not to associate with anyone involved in criminal activity or a street gang. Another condition was not to have any contact with the victim and to take prescribed medicaitons. He was given a curfew from 11 p.m. to 6 a.m.
On May 30, Regina Police Service released his photo and warned the public that he was at large.
Loessl is 5-foot-7 and about 160 pounds. He has short brown hair and blue eyes. He has several facial tattoos, such as horns above each eye, ‘D Loyalty’ on his right cheek, and ‘306 Meagan’ on his neck.
