A state of emergency has been declared in Estevan, after several inches of rain fell on the Energy City on Sunday late afternoon and early evening.

The rain started at around 4 p.m. on Sunday afternoon, and by the time it was finished, many streets were flooded, basements were under water and homes were without power.

At a press conference on Sunday night, it was noted that multiple streets were still closed: Fourth Avenue South, Sixth Street from Second Avenue to Eighth Avenue, Woodlawn Avenue South, Seventh Street and the humane society access road. Fourth Street  Fourth Street had been shut down, but is now opened.

There weren't any evacuations as of 9 p.m., but anyone who does have to flee their home is asked to report to the Estevan Police Service building, which has been set up as the evacuation centre. The Willow Park Greens Trailer Court and The Ridge subdivision in south Estevan are being monitored.

Some water seeped into Affinity Place, as the sub-pumps weren't working when the building was without power, but now that the pumps are working, the building is fine.

Power has been restored to most of the city as of 10:30 p.m.

As for local emergency crews, the RCMP noted they didn't receive any emergency calls due to the rain. The rain stopped just before the shift change for the Estevan Police Service, which gave them extra personnel to respond to the calls. Fire Chief Dale Feser said they received nine calls between 4:30 p.m. and 10 p.m. Two were for structures. There was a fire at the water treatment plant, but it was doused quickly.

Another storm is expected to hit Estevan on Monday at 2:30 a.m., and the city is slated to receive more rain in the next couple days.

It's not known when the state of emergency will be lifted.

Due to the rain, the Estevan Motor Speedway has cancelled Monday night's visit from the Dakota Classic Modified Tour, which is usually their biggest event of the year.

The Mercury will have more on this story as details become available.
