Adjusting CJ Houston lay-out

Yorkton Council continued the process Monday toward a subdivision on the former C.J. Houston school property.

Council previously granted approval to a subdivision on the CJ Houston lands adjacent to Wellington Avenue and Darlington Street West. However, a redesign of the cul-de-sac bulb necessitates the closure of CJ Houston Place and a new subdivision approval, explained Michael Eger, City Planner, at the regular meeting of Yorkton Council Monday.

"The revised cul-de-sac bulb satisfies the draft Engineering Standards for this type of street. Since this street is just being constructed, Engineering Services believed that it was prudent to alter the subdivision design to update the plan so that it complied with these standards," he said.

"Engineering Services also had concern about the geometrics of the cul-de-sac bulb when the curb and gutter were installed and its impact on drainage within it. The cul-de-sac was designed to drain Wellington Avenue. It would be possible with the former design that storm water would pool where the bulb connects with the straight portion of the street. The new design should allow drainage to move freely from the top of the cul-de-sac bulb to Wellington Avenue."

Eger said the Bylaw is something needed to meet established government requirements.

"This is a technical closure and not meant to permanently close CJ Houston Place. Engineering Services believes that this street should be paved before September of this year and the subdivision ready by the end of October," he said.

Council unanimously passed first reading of the bylaw facilitating City Administration to proceed to the Public Notice Process.
