Amendment allows apartment

Yorkton Council unanimously approved a Zoning Bylaw Amendment at its June 27 meeting to facilitate a new apartment development in the city. The amendment effectively enlarges a parcel of land on Balmoral Street to facilitate the development.

"The applicant/owner is proposing the development of a three-storey, 21 unit apartment dwelling. The current R-5 zoning allows for the permitted use of an apartment dwelling, but limits the maximum height to 2.5 storeys. The proposed Amendment would establish R-3 zoning, which allows for the permitted use of an apartment dwelling while accommodating a maximum height of up to four storeys," detailed material circulated at the meeting.

"The applicant has produced preliminary plans which demonstrates that the proposed Apartment dwelling and minimum parking facilities can be accommodated on the area proposed for rezoning. The remnant portion of 88 Seventh Avenue North would be approximately 19.35 metres (63.5 feet). The owner has indicated that the remnant parcel would accommodate a semi-attached dwelling (side-by-side, two-unit dwelling)."

The amended use is one which suits the area, said City Planner Michael Eger.

Given its proximity to other multi-unit dwellings, larger vacant lots and the downtown commercial area, the land is likely suitable for higher-density residential development than prescribed by the existing R-5 zone, he explained.

City services, being water and sanitary sewer, are also adequate to handle the increased volumes associated with the proposed three-storey apartment. Final servicing requirements will be determined through the Development Permit process.
