Three developments by private developers had their concept plans adopted by Yorkton Council at its regular meeting Monday.
Concept plans are adopted by a resolution of Council and are not formal statutory plans binding the developer to what is presented in the document. The concept plan can be amended by the developer. The municipality has the responsibility to ensure the amendment is compatible to adjacent land uses and can be properly serviced.
"Boardwalk Properties Co. Ltd. owns property located on the east side of Husky Road.
Altus Group has prepared a concept plan for a portion of lands owned by Boardwalk Properties Co. Ltd," detailed a report circulated to Council Monday.
"It consists of approximately 27 acres, between Husky Road and Yorkton Creek. The site is approximately 2.3 kms northeast of the downtown core.
"The concept plan consists of two development phases. The proposal involves multi-family residential adjacent to Husky Road consisting of six - 39 unit condominium buildings and two duplex buildings. The single-family residential consists of 81 detached dwellings within a surface bare land condominium in a concentrated form. Within this bare land condominium is a private club house."
A second plan was accepted for a project by Quance Park Developments Ltd.
"Quance Park Developments owns property located east of Husky Road, north of Hwy #10, west of Willow Creek Road, and south of a quarter section line. Associated Engineering has prepared a concept plan for these lands," noted a report to Council.
"The subject property encompasses 267 acres and is located within the S ½ Sec. 6-26-3-W2M. The concept plan consists of multi-phased development consisting of residential, highway commercial, local-commercial and business-park. Phasing of the development will be dependent on the market. It is anticipated that the highway commercial lands adjacent to Hwy #10 will be the first lands to be marketed by the owner. The remaining lands will be developed as the market dictates."
The final plan given Council's nod was for the development which will be the new Rona store.
"The numbered company owns property located on the west side of Hwy #9 and south of Grain Millers Drive. Stantec has prepared a concept plan for lands owned by 101242326 Sask. Ltd.," detailed a report to Council.
"The subject property is located within the NE ¼ Sec. 11-26-4-W2M. It consists of
approximately 31 acres, more or less. The concept plan consists of three development phases. The first phase is a proposed retail development to be located in the northeast corner of the subject property. The remaining land will be developed in two phases and consist of highway commercial or industrial. The subject property will have to have its designation and zoning amended to accommodate the proposed retail development. The owner has not presented applications to have this done at the time this report was prepared. This will occur in conjunction with a subdivision application but must be completed before the subdivision is approved by the municipality."
