The City of Yorkton and the Yorkville Public Utility Board have a new agreement after what Yorkton Director of Finance Lonnie Kaal said had been years of issues between the two sides.
"This has been a long time in coming. We've been working on this for quite some time," she said.
Since the inception of YPUB in 2004, there have been "lots of issues," said Kaal, adding the new agreement finally deals with those issues.
One of the biggest changes is that the Rural Municipality of Orkney has established a stronger bylaw in regards to YPUB participation. Parcels lying adjacent to existing Yorkville Public Utility Board Water and Sewer lines shall be required to connect to the Utility Board Water and Sewer Systems:
*If the parcel has received an Order from the Public Health Officer to decommission an existing faulty private sewer system;
*If an application is made to the Rural Municipality of Orkney No. 244 for construction of a new residential dwelling.
Kaal said the RM Bylaw has "stronger language" and providing "more teeth" to make the YPUB more successful.
"The proposed agreement includes sewer rates that are 10 per cent more than city rates, and consumption equivalent to the average of City residential connects," explained Kaal.
"They will be providing more money than they historically have in the past," said Kaal.
Annual revenues based on sewer flow formulas in the agreement are expected to be, $35,000 for the period 2011-to-2015, and $35,000-to-$42,000 from 2016-to-2020, depending on sewer flows.
From 2021 onwards the agreement will reflect actual sewer flows, estimated at $38,500-plus.
