The City of Yorkton will execute a memorandum of agreement with Harvard Development for the development of lands located at the intersection of Highway #9 and Broadway Street East, following unanimous support of Yorkton Council Monday.

The agreement spells out what the City and the developer will be responsible for.

"The commercial development is scheduled to be a multi-phased project beginning with a hotel in 2011. The developer anticipates a build-out over 10 years. The developer will utilize existing municipal infrastructure to provide water and sewer services to the proposed development. The developer will be responsible for the installation and maintenance of services within its development area. The City will have no responsibility for the water or sewer pipe network within the developer's property. The City will have responsibility for a storm water pond after a one year maintenance period. The developer will be responsible for the road network within the development area," detailed a report circulated to Council by Gord Shaw, Director of the City's Planning & Engineering Department.

"The City and developer will be responsible for the construction of an intersection at the present entrance from Broadway Street East. Detailed engineering work is presently being done on this project by Associated Engineering."

Offsite development levies will be paid as each phase of development occurs. Since this is a phased project, the levy that is charged by the City will be the one in existence at the time the phase occurs.
