City preparing commercial area

City Council previously approved a tender for the construction of the Dracup Avenue Storm Water Channel and Pond. This work is likely to begin later this month or early in August, said Gord Shaw, Director of Planning & Engineering with the City told the regular meeting of Council Monday.

As part of the project, the City has an agreement with Pride Holdings Ltd. to supply and compact fill for the development of commercial facilities adjacent to the storm channel and pond. The commercial development will include a Honda dealership, and a new Royal Ford dealership.

"Administration has discussed this project with the contractor that is presently working on Russell Drive. This contractor has tandems that are sitting for most of the day while excavation occurs. Since these are not being utilized to their fullest capacity, there may be a benefit to both the contractor and the city if these were used to haul soil from a site on Grain Millers Road to this site. The city would receive a discounted price to haul and compact the material compared to the normal rate," detailed a report circulated to Council Monday.

"This fill material would be for the area around the buildings rather than the front parking lots. The material for the front parking lots, if suitable, will come from the storm pond located to the south of York Road. R.J. Tulik & Son Trenching and Excavating will be used to haul and compact material for this area as part of the work on the storm water channel and pond."

Shaw said the most critical fill area is where the Honda building is to be located. It is anticipated that work will begin on this facility by the beginning of September. The Ford facility will likely follow in early October.

"The closest area that requires excavation is the Brodie Storm Pond. Administration requested information from Associated Engineering about the feasibility of moving forward with this work in the fall of this year rather than 2012. Discussions with Associated Engineering representatives indicate it is possible this work could be undertaken in the late summer to early fall so that the earthworks could occur shortly after the houses were demolished on Brodie Avenue. It was indicated that the city could enlarge the size of the Brodie Storm pond from what was contemplated in the summary report on the Yorkton West Storm Drainage system. The Brodie Storm Pond is currently sized to accommodate 12,300 cubic metres. It could however, be increased to match what is required for fill material at the commercial site," detailed the report.

In the end Council unanimously approved Administration to proceed with the importing and compacting of fill material at the Honda site, and to proceed with the engineering work associated with constructing the Brodie Storm Water Pond in the fall of 2011 with the scope of work and magnitude of cost to be reported at the August 22, 2011, City Council meeting.
