Gord Shaw, Director of Planning and Engineering with the City explained the work is required since the city provided land adjacent to Dracup Avenue to Parkland College for the construction of a Trades & Technology Centre.

"The College is looking at beginning site improvements in the next two months or so," he said, adding their timeline requires the City to fast track its design and improvements, " So we are dovetailing with their program.

A report circulated to Council outlined work required along Dracup.

"A new college site requires improvements in services to this area of the community. The drainage channel has been identified since 2006 as a required improvement to the drainage system of the city. The current drainage ditch operates as a bottleneck for upstream storm water flows. Improving the current ditch improves storm water storage on the east side of the city and will also allow the college to direct flows to it. The current ditch could not handle the expected flows from the parking lots and building proposed for this site even with on site storage facilities," stated the report.

Shaw said a preliminary look at drainage in the area has identified areas to be addressed.

"Engineering Services identified that the section between Darlington Street East and York Road East requires upgrading. In this case, it involves constructing a storm channel to connect the ponds south of Darlington Street East with a future pond south of the Logan Stevens' property. The storm channel would be constructed as part of the infrastructure improvements to service the college," stated the report. " Servicing of the college site would be conducted at the same time as work on the storm channel.

"Improvements to the storm drainage pipe network crossing Darlington Street East will also be required as part of this work."

The funding request to enter into a servicing agreement for the design, tender and contract management of this project for storm water work and possible water main and sanitary sewer main improvements between Darlington Street E and York Road East to a maximum upset limit of $360,000.00

"The engineering contract will include the design of the drainage ditch, access points, sanitary sewer replacement and water main replacement," detailed the report.

"The water main and sanitary sewer main will be reviewed in the next month to determine their condition. These mains will be included in the tender if they need to be replaced."

The recommendation received unanimous support of Council.
