The permit was issued to Henry Roosmale Nepveu and states - "Within 2 months from date of April 1, 1891 R. H. Nepvue of Yorkton is permitted to take into the North West Territories two (2) gills of whiskey and to have the same at anytime thereafter in his possession for domestic purposes. (A "gill" measured a quarter of a pint, or 4 ounces.) Signed Joseph Royal, Lieutenant Governor of the North West Territories Secretary R.B. Gordon Joseph Royal was a French Canadian journalist, historian and lawyer. He was Lieutenant Governor of the North West Territories, stationed in Winnipeg from 1888 to 1893. Nepvue was from Netherlands and came to the Yorkton district in 1888. The land listed under his name on the Western Land Grant Web site are: all within the 2nd Meridian - NE S12 T26 R7; SE S12 T26 R7; and SE S14 T26 R7. He is listed in a Yorkton directory of 1921 as living on Tupper Avenue, working in real estate. He spent his later years in Winnipeg.
