Deer Park is moving to a course-owned cart fleet.
"At the time that Council made the decision to take over power carts at Deer Park and it also established the policy that there will be no new private carts stored at Deer Park starting in 2013. In 2012 there were 67 private carts stored there and we have now been advised that two have left effectively reducing the number to 65," explained City Manager David Putz at the regular meeting of Yorkton Council Monday.
Putz said, since establishing the policy of no new carts a number of questions have arisen that require clarification.
In terms of clarification:
No new carts means that only existing owners who stored a cart at the course in 2012 can replace their existing cart with a new one. If they leave they have the option take to their cart or negotiate the trade in value on a new fleet cart at which point the City will pay them the trade in value. The City will then have the option of placing the existing cart in the fleet or completing the trade in and placing the new cart in the fleet.
Someone who stored a cart in 2012 can transfer it to their spouse in 2013 or beyond.
If two people, who had joint ownership of a cart and stored it in 2012, decide the partnership no longer works -they must decide which one will have the right to store a cart going forward.
In addition, an existing owner may replace their existing cart with a new one in 2013, but not in ensuing years.
A provision was also made which will allow a long-time member who did not store their cart at the course in 2012 because of health, to be part of the grand-fathered group.
