Yorkton Council had a closer look at a Concept Plan and Serviceability Report for the Yorkton Industrial Subdivision.

Planning & Engineering Services has worked with representatives from Potzus Construction Ltd. and Stantec to prepare a concept plan for a 42 ha (104 acre) parcel adjacent to Hwy #9 and Grain Millers Drive, explained a report circulated to the regular meeting of Yorkton Council Monday. The land development proposal involves the construction of a business park to serve the needs of heavy industrial and highway commercial activities. The subject property is vacant but the applicant indicated there is a desire to begin work on the business park this year.

Access is to be provided through an extension of 4th Avenue North as well as direct access to Hwy #9.

"Servicing and access will be better defined through the preparation of a servicing agreement with Potzus Construction Ltd., as a condition of subdivision of the subject property. The applicant has identified a phasing plan but this is subject to market conditions which may result in it changing. The difficulty in a phasing plan is the uncertainty related to market conditions. Planning Services is satisfied with the proposed phasing scheme and understands the uncertainty when it comes to land development," detailed the report.

"Concept plans are meant to give a general idea as to how land is to be subdivided and developed. These are normally adopted by a resolution of City Council as it is a non-binding plan and not subject to statutory planning requirements. Given the size of the subject parcel, however, it is important to be able to understand the servicing and transportation requirements as well as general phasing. Concept plans will be presented as development proceeds in other areas of the community."

Council accepted the report, which in turn is "the beginning of subdivision and development work in this area of the community. This subdivision also provides for an immediate marketing of heavy-industrial land as well as highway commercial in a strategic location of the city."
