A plan by the Yorkton Housing Corporation which would see a new housing development; Fromm Manor constructed on the Southwest Corner of Tupper Avenue and South Front Street is one step closer to go ahead as Council unanimously passed three Bylaw amendments Monday to facilitate the build.

"Planning Services has received drawings proposing a nine to 11 unit social housing complex at the southwest corner of Tupper Avenue and South Front Street. The facility is being referred to as Fromm Manor. The project is initiated by the Yorkton Housing Corporation, with partial funding from Sask. Housing. The housing is intended for individuals who are on Social Assistance or Saskatchewan Assured Income for Disability, and meeting certain criteria," detailed a Report circulated to Council Monday.

Michael Eger, Planner with the City told Council they had one written objection to the proposed development from CP rail citing as a residential development it was too close to their rail line.

Eger said CP supplied "a very lengthy document" regarding issues surrounding a development near a "major branch line". The designation of a major branch line is based on the daily train traffic, he added.

The material from CP included a number of recommended development elements in such cases, including at least a 50-foot buffer between rail line property and the development, and a 13-foot high noise barrier.

Eger said the suggested work "is not rooted in statutory regulation," but are more guidelines which will be discussed in further detail with CP. He added, "it's not likely necessary to follow all suggestions to the letter."

To facilitate the build Council had to pass amendments to its Municipal Development Plan Bylaw, Zoning Bylaw and Draft Official Community Plan Bylaw, all of which had passed first reading earlier this year, and were given second and third reading passage Monday.
