Yorkton Council cleared the way Monday to help facilitate development of a new seniors housing facility in the city.
Planning Services had received a Development Permit application for a two-storey, 80 unit Seniors Assisted Living Facility at 348 Morrison Drive. The application follows a Zoning Bylaw Amendment to establish R-4 High Density Residential zoning across the entire parcel, explained City Planner Michael Eger.
"The property was originally formed under a previous City land development, and later
consolidated to its present configuration. The original land use districts, which provided for High Density Residential zoning along Morrison Drive and for Medium Density Residential zoning along Good Spirit Crescent, remained with the property through the consolidation process. The application now seeks to rezone the portion that has retained medium zoning in order to make the zoning uniform for the entire property," he explained.
The application came from Brightwater Senior Living, a senior housing developer who specializes in providing personal care to seniors in Canada and the United States.
The development would consist of 80 units together with a library, chapel and shared dining and recreation areas. The Facility would also provide laundry, housekeeping and personal care services for each resident, with 24 hour staffing, including licensed nurses.
The amendment to the City's Zoning Bylaw had received first reading in January, and had then been advertised to give the public a chance to come forward with concerns.
"As of the date of this report, one written comment has been received. The comments were in opposition to the proposed Zoning Bylaw Amendment and concurrent Discretionary Use application. The respondent is concerned that adding 80 more units to the existing neighbourhood will lead to increased traffic, and noise and light pollution, and suggested that the lands be developed instead into a park," said Eger.
A discretionary use request for the property also received unanimous Council support Monday.
