Langenburg Council raises Mill Rate to 6.6

Mayor Jeremy Stasiuk called the regularly scheduled council meeting to order at 7:00 P.M. April 20, 2021, with all members present.

The council recruited the agenda as presented, Councillor Sicinski made the motion to accept the agenda as amended; motion carried.

Next, the council reviewed the minutes of the last meeting. Councillor Popp made a motion to accept the minutes; motion carried.

Carrying on, the council reviewed the Town Accounts. After a short discussion, Councillor MacDonell made a motion to pay the town’s bills; motion carried.

The council heard the town foreman's report. The foreman gave his report to the council letting them know what the maintenance crew has been doing. He explained that the new grader has arrived, the new pump for the transfer station has arrived and will be installed right away, and also that there are snow piles on some places but the crews will not be moving them due to making a mess of lawns. Councillor Hunt made a motion to accept the foreman’s report; motion carried.

The council reviewed and passed the Borrowing Bylaw unanimously; motion carried with a final motion by Councillor Hunt.

The Office Report was next to be heard. CAO Lemke gave her report to the council saying there is a request for a temporary building to be placed as a house is being constructed. Having a possible virtual ratepayers meeting was discussed. Councillor Sicinski made a motion to accept the official report; motion carried.

NEW BUSINESS 

The council discussed the upcoming budget and where all the funding will come from to cover the expenses. Councillor Popp made a motion to set the mill rate at 6.6; motion carried. Councillor Popp made a motion to have the base tax set at $1000; motion carried.

COMMITTEE REPORTS 

Councillor Farmer was first to give his report beginning with a discussion on the town website. Councillor Hunt made the motion to table this until 2022; motion carried. The storage shed for pickleball was next to be discussed and where it should be located. Councillor Hunt made a motion to write to the pickleball club to reply to their request to move the shed and fix the surface of the old tennis court, motion carried. Then Councillor Farmer gave the council an update of the pool project saying the opening day is tentatively scheduled for the end of June. Councillor Farmer made a motion to move his report; motion carried.

Councillor Sicinski was next and informed about the sanitation committee. Part of Highway 8 south of Langenburg will hopefully be repaved this season. Councillor Sicinski moved his report to be accepted; motion carried.

Councillor Popp discussed the budget as reviewed with the finance committee. 

The council reviewed the Correspondence received by the town for the last two weeks. Councillor Farmer made a motion to send a letter of support to the Saskatchewan Watershed Authority; motion carried. Councillor Sicinski made a motion to file the correspondence; motion carried.

OLD BUSINESS 

There were five tenders to purchase the old tractor and the council will contact the recipient.

The Economic Enhancement plan was next to be discussed. Councillor Hunt made a motion to accept this plan as information; motion carried.

Councillor Sicinski made a motion to send a letter pertaining to contaminated garbage to a ratepayer and send letters when the ratepayer can be identified; motion carried.

The committees and their terms of reference were discussed by the council. Councillor Sicinski made a motion to appoint heads to these committees; motion carried.

Councillor Hunt made a motion to go in-camera.
