The town council of Outlook held its regularly scheduled meeting on Wednesday night, November 29. Present was all of council; Donna Smith, Maureen Weiterman, Kyle McLeod, Maureen Applin, Floyd Childerhose, and David Simonson, as well as Mayor Ross Derdall, Acting Administrator Laurie Lemon, and Superintendent of Municipal Operations Randy Antoniuk. Absent was Recreation Director Jordy Jones.
A number of topics and issues were discussed, including the following highlights:
- Rick Pederson, the town’s project manager for the new swimming pool facility was on hand as a delegate to give an update on the pool heater. As it turns out, the boiler from the regional park may not be good enough as council originally had thought, as what wasn’t taken into account was the number of BTU’s that are required, which is 1.8 million. The water heater will be used, and it was said that the six-year old boiler could possibly be used in the construction of the new town shop or fire hall; projects that are on the list for down the road.
- Councillor Weiterman spoke to the pool’s possible staffing needs once it is completed, which included one manager, 12 lifeguards, and 6 junior guards, based on the likely capacity of the facility. The belief is that the pool should staff a separate manager whose duties would be apart from the lifeguards who would man the pool area.
- Joey Mizu, a delegate representing the Canadian Cowboys Association (CCA), spoke to council about their proposal to have an outdoor rodeo event in Outlook next August. The weekend event would require 20 acres of land, and Mizu said CCA takes care of everything in the planning and organizing of such an event, as they have a partner organization that provides everything else needed to have a rodeo. Council thought it was a good idea to have the event in the community, owing to the economic benefits to Outlook, and the proposal was approved.
- A multicultural group having a New Year’s Eve potluck event in Outlook is in need of some support, and it was said that they may need to look into going through the rec department, which has connections with Sask Lotteries.
- The town may need to find documents and paperwork to see what their agreement is with the local stock car club as it pertains to land usage and the town’s future plans with the landfill.
- Plans and details for the proposed new fire hall are still being worked on, with the goal to bring it to budget time.
- Council moved to appoint Councillor Smith to the Library Board as a town representative.
- A number of rooms in the town offices building are in need of attention, including reorganization and cleaning, and Councillor Weiterman opted to handle the task.
- Councillor Simonson brought up the idea of advertising lots that are for sale in town, just as one would see a ‘For Sale’ sign on lawns or in windows. A motion was made and the idea was passed.
- The town may look at the issue of cellular phone reception in the future after receiving a letter from the public, which brought up the concern of poor reception in some town buildings.
