The town council of Outlook met for a regularly scheduled meeting on Wednesday night, October 9.  Present was all of council; Donna Smith, Kevin Grotheim, Kyle McLeod, Maureen Applin, Floyd Childerhose, and David Simonson, as well as Acting Administrator Rachel Sillers, newly-hired Chief Administrative Officer Huguette Lutz, Public Works Coordinator Bonnie Pshyk, Superintendent of Municipal Operations Luke Lockhart, and Recreation Director Jordy Jones.

Absent was Mayor Ross Derdall.

A number of topics and items were discussed, including the following highlights.

Delegations

Local resident Brian Spigott appeared as a delegate, speaking to council about the plans that he and his son Ed have in establishing a cannabis retail outlet in Outlook, and seeking a building permit application.  The store will be located at 221 Franklin Street, and Brian noted that their goal is to provide “a safe, legal, responsible, locally-owned business” that will ideally give local residents “one less reason to go to Saskatoon.”

So far, the Spigotts have met all SLGA requirements for their new venture, and plans have already been submitted to the local building inspector.  Brian noted that if all goes according to plan, they’d like to have the store open by some time in December, but that remains to be seen.  Brian shared that they want a business that will help benefit the town.

Recreation

On the topic of lights in the Rec Plex building, of which two are in need of replacing, Jordy said he would like to purchase two new lights as new information he obtained has shown that the cost of LEDs had gone down recently, making it more feasible to buy two and replace what’s needed.  A motion was made and carried to purchase two new lights for the exterior of the Rec Plex.

The bowling alley was discussed, and both Jordy and council would like to see the facility brought back to prominence.  Right now, options are being explored for the alley, such as the possibility of new league nights a few nights a week, as well as possibly having it be a “seasonal” facility.

In discussing the rink kitchen, it was said that the Town is looking to source locally in an effort to support other local businesses and help keep things cost-effective.

Council entered into an in-camera session to discuss a personnel matter.

Public Works/Transportation

Some sewer lines in town were said to need attention before the winter season conditions set in for the year.

The Town received a quote for a complete assessment of its waterworks system, which is typically done every five years in communities around the province.  The topic will come back to another council meeting.

New Business

New Chief Administrative Officer Huguette Lutz was officially appointed to her duties.  On top of that, the official Delegation of Authority was performed, as was granting signing authority.

A Request for Tax Abatement topic was tabled to another meeting.

General

Final arrangements were being made for this coming Thursday night’s public meeting at the Outlook Civic Centre.  A meeting was organized for Friday in order for council to go over talking points and review their formal presentation for the event.

Outlook is set to host a meeting of the West Central Municipal Government Committee on Thursday, October 24 at the Heritage Centre.
