Saltcoats Council proceeds with arrears

On Wednesday, April 21, 2021, at 6:00 P.M. Mayor Gordon Barnhart called the regularly scheduled council meeting for the Town of Saltcoats to order with all members present via Zoom. 

Mayor Barnhart began by passing along compliments to the administration staff that he has received.

The council began with a review of the agenda. After a few additions, Councillor Hutchings made a motion to accept the amended agenda; motion carried.

Next, the council reviewed the minutes of the March 17, 2021 meeting and the March 31 and April 10 special meetings. Councillor Pearson made a motion to accept all the meeting minutes; motion carried.

Carrying on, the council reviewed the addendums. Councillor Waloschuck made a motion to accept the addendums as reviewed; motion carried.

Public Works

The council reviewed the Monthly Review of the Waterworks Operational Report for March 2021. Councillor Buchinski made the move to accept the waterworks report; motion carried.

Next, the council reviewed the Public Works Report for March 2021. Councillor Pearson made a motion to accept the report; motion carried.

Carrying on, the council reviewed the Monthly Public Works Report proposal. Also, the Monthly Water Treatment Plant Update proposal was reviewed. Mayor Barnhart explained to the rest of the council what was taking place with the progress.

Financials

The council reviewed the List of Accounts for Approval before Councilor Denbrok made a motion to approve the cheques and pay the town’s bills; motion carried.

Next, the council reviewed the Monthly Financial Report for March 2021. CAO Larson explained to the council about her report. Councillor Waloschuck made a motion to accept the Financial report; motion carried.

The Bank Reconciliation report for January and February 2021 was next to be reviewed before Councillor Denbrok made a motion to accept the report; motion carried.

The Unpaid Tax and Unpaid Utility Reports were next to be reviewed by the council. Then they discussed the Approval of the Audited Report for 2020. CAO Larson gave the council the highlights of the auditor’s report. The council had an extensive discussion on the auditor's report, Councillor Pearson made a motion to approve the audited financials for 2020; motion carried.

The council reviewed the List of Arrears and the Comparable Taxes 2021. Councillor Hutchings made a motion to proceed with the list of arrears; motion carried. 

Business Arising from the Minutes

The council discussed an Abatement of Taxes due to fraud. CAO Larson explained to the council the events surrounding this situation before Councillor Denbrok made a motion to accept the abatement; motion carried.

The council reviewed the Web page Pricing. CAO Larson explained the pricing to the council. Councillor Hutchings made a motion to go with M.R. App and Web Development as a web page designer; motion carried.

New Business

The council reviewed Bylaw 03-2021 - Borrowing Bylaw. Councillor Issel made a motion to have the first reading for a 25-year term; motion carried.

Bylaw 04-2021 Mailing of Assessment Notices was next to be reviewed. CAO Larson explained the reason for this bylaw. Councillor Denbrok made a motion to have the first reading of Bylaw 04 - 2021, Mailing Assessment Notices; motion carried. Councillor Pearson made a motion for the second reading; motion carried. Councillor Denbrok made the motion to go ahead with the third reading (this is required when the council holds all three readings of a bylaw at one council meeting and needs to be unanimous ); the motion carried unanimously. Councillor Pearson made a motion for the third and final reading of Bylaw 04 - 2021 - Mailing of Assessment Notices; motion carried.

Next, the council reviewed Bylaw 07 - 2010 Amend Business License. The CAO explained to the council about the amendment. Councillor Buchinski made a motion to amend the application for business licenses; motion carried.

Carrying on, the council reviewed Bylaw 377 Burning Rubbish or Waste. CAO Larson explained to the council this was an older bylaw and needed to be looked at again; the discussion was tabled. 

Traffic Bylaw information was discussed next and CAO Larson explained the reason for this bylaw.

Policy 21 - 01 Amendment and Report then discussed. CAO Larson explained this Amendment and Report and requested these be changed in the policy manual. Councillor Pearson made a motion to accept the amendments and report; motion carried. Councillor Pearson gave a report of the communication committee meeting.

The Town Wide Garage Sale is being held on June 5, 2021. It was asked if the town was having a town-wide garage sale the same day the fire department has its pancake breakfast planned.

The Northbound Planning Zoning and OCP were next to be discussed by the council and CAO Larson explained the situation with this.

Next, the council discussed an extra roll-off bin for waste for May and October. Councillor Buchinski explained to the rest of the council his idea behind this request.

Correspondence

The council reviewed the correspondence received by the town over the last month including; the Commissionaires Report, the RCMP Report for March, the Mill Rate for School 2021, AWSA and CUPW STTP as well as letters from a couple of ratepayers before Councillor Denbrok made a motion to file to correspondence; motion carried.

Councillor Pearson made a motion to adjourn the meeting; motion carried.
