Mayor Gordon Barnhart called the regularly scheduled council meeting for the Town of Saltcoats to order at 6:00 P.M. on February 17, 2021, with the council meeting via Zoom.
The council reviewed the agenda for approval before Councillor Pearson made a motion to accept the agenda as reviewed; motion carried.
The council heard from Robert Morgan, a consultant, about the ICIP Grant the town has been looking into. Councillor Waloschuk made a motion to accept the agreement subject to amendments.
Next, the council reviewed the minutes of the January 20, 2021 council meeting before Councillor Denbrok made a motion to accept the minutes; motion carried.
Moving on, the council reviewed the action list including Addendum A, B and C before Councillor Pearson made the motion to adopt them; motion carried.
Public Works
The council moved on to the operational report for January 2021. Denis Hunt gave his monthly report which included the water report stating it was a normal month for water usage, and there were a few water main breaks that happened in the last month. Councillor Denbrok moved to adopt Foreman Hunt’s report; motion carried.
Foreman Hunt reported to the council that town maintenance staff have been working on the icy streets in town, with the cold weather it is not easy to get down to the pavement. Councillor Hutchings moved that Foreman Hunt’s report be adopted; motion carried.
Next, Mayor Barnhart turned the virtual floor over to Member of Parliament Cathay Wagantall, MP for Yorkton-Melville. Wagontall was happy to connect via Zoom with the council and is willing to help the council work towards funding for projects that the town is looking into.
Financials
The council reviewed January’s List of Accounts for Approval. Councillor Pearson made a motion to adopt the list of accounts; motion carried.
After reviewing the budgetary report was reviewed before Councillor Pearson made the motion to adopt the Budgetary Report as reviewed: carried.
The Bank Reconciliation was next to be reviewed before Councilor Denbrok made the Motion to adopt the Bank Reconciliation: carried.
The Town of Saltcoats term deposit accounts are about to mature, it was discussed what to do with these funds before Councillor Buchinski made the motion to continue the terms for the same amount of time they had been: carried.
Saltcoats Culture and Recreation Advisory Committee appointments and bank account signing authority were next to be discussed by the council; Councillor Denbrok made the motion to appoint a chairperson and a secretary-treasurer and vice-chair to the Saltcoats Culture and Recreation Board and allow signing authority for the three individuals; motion carried.
The Credit Union Line of Credit Renewal was next discussed before Councillor Pearson made the motion to renew the line of credit; motion carried.
Moving on, the council reviewed the Unpaid Tax Report and the Unpaid Utility Report was reviewed.
Personal
CAO Larson informed the council that the Summer Student Employment Advertisement has been submitted; the town is looking for three students for the summer.
Rural Crime Watch Appointments were next to be discussed. Grant McCallum, Braden Issel and Chad Waloschuk were appointed with a motion by Councillor Hutchings; motion carried.
Committee Member Changes were discussed before Councillor Waloschuk making the motion to make the changes as discussed; carried.
Business Arising from the January 20, 2021, Regular Meeting
The council discussed the Communications Strategies Policy update. Councillor Pearson gave the council an update and this policy. Councillor Pearson moved to adopt her report; motion carried.
A donation to STARS Air Ambulance was discussed by the council. Councillor Pearson would like to know if the council would like to rethink their donation to STARS.
Next, the council discussed the Saltcoats District Regional Park Board Report. Councillor Waloschuk gave a report to the rest of the council. Councillor Waloschuk made a motion to allow Foreman Hunt to turn the water on and off when required as well as do the water testing; motion carried.
New Business
The council discussed the development of a Vision and Mission Statement for the Town of Saltcoats; these are needed for writing grants that the town applies for.
Saskatchewan in Motion was next to be discussed. There will no longer be a Saskatchewan in motion due to a lack of funding.
The council discussed a possible Community Garage Sale next in conjunction with the Volunteer Firefighters drive-through pancake breakfast.
Correspondence
The council reviewed the correspondence received by the town over the last month including letters from Cathay Wagantall MP, the Commissionaires report as of February 5, 2021, the RCMP Annual Performance Plan and Stats for January, and the Town of Churchbridge.
Councillor Buchinski made a motion to go in-camera; motion carried.
