Mayor Atkinson called the regularly scheduled Village of Spy Hill council meeting to order at 8:29 A.M. on March 26, 2021, with all members present.
The council heard from the town foreman on how things are going with the maintenance department for the village. The lift station will be cleaned in the next month and the rocks at the Cenotaph will be painted when it warms up.
The council reviewed the agenda before Councillor R. Jack made a motion to accept the agenda. The council carried on to review the minutes of the last scheduled meeting before Councillor A. Perrin made a motion to accept; motion carried.
The council reviewed the Bank Reconciliation before councillor R. Jack made a motion to accept; motion carried.
The council reviewed the Accounts Payable. Councillor B. Perrin made a motion to pay the bills; motion carried.
The Financial Statement was next to be reviewed as well as the Auditor’s Financial Statement. Councillor A. Perrin made a motion to accept the Financial Statement as reviewed; motion carried. Councillor R. Jack made a motion to accept the Auditor’s Financial Statement; motion carried.
Next, the council discussed a donation to the Langenburg High School Yearbook committee. B. Perrin made a motion to donate $50 to the Langenburg yearbook; motion carried.
The Carlton Trail Financials were reviewed next before R. Jack made a motion to accept the report; motion carried.
The landfill was next to be discussed. There was a concern about the samples required for the landfill decommissioning; the village clerk will book an agronomist.
There has been an assessment concern that will go to SAMA for assessment review.
The council had SaskHousing in to discuss what is happening with the manor in the village. The building is under the social housing program which is the target group for this manor. Saskhousing is fully maintaining what needs to be maintained, but due to low occupancy, not all the work will be done. It was discussed how to promote the manor to achieve higher occupancy. The ideal client base would be seniors 50 years and older or those who are disabled. With no demand for these target groups, the council was asked who they see as potential tenants. Unfortunately, the outlook for the Saskhousing unit does not look financially sustainable much longer.
There was a request to demolish a building in town. Councillor B. Perrin made the motion to allow the demolition permit; motion carried.
The fence around the lagoon was discussed next. The fence needs to be completed. Councillor B. Perrin will look at the fence to determine what needs to be done.
The web host for the village’s web page has passed away so the council decided to go with the web page creator to be the host. B. Perrin made the motion to go ahead with the new web host; motion carried.
