Highlights from the most recent meeting of town council

OUTLOOK - The town council of Outlook met for a regularly scheduled meeting on Wednesday night, October 13.  Present was all of Council; Justin Turton, Bob Stephenson, Sharon Bruce, Kevin Grotheim, Kyle McLeod, and Ryan Husband, as well as Mayor Maureen Weiterman, Chief Administrator Kevin Trew, and office clerk Crystal Fisher.

The meeting was broadcast on the Town's Facebook page.

A number of topics were discussed, including the following highlights.

Bylaws

Bylaw 13(2021) Traffic Bylaw - The first reading was held and carried for this bylaw.

Reports of Administration, Staff and/or Committees Requiring Decision

On the topic of grant approvals from Sask Lotteries, it was said that $21,400 from the Sask Lotteries grant program has been obtained and the decision now comes as to who will be granted the funds.  It was noted that Sask Lotteries sets up the parameters of who receives funding.  Council carried a motion as to who will be receiving specific amounts.

In discussing bank fees and determining a financial institution, it was said that the Town has requested information from PCCU (Prairie Centre Credit Union). The recommended action was to set up a tender for financial and banking services from all the banks in Outlook.  Council then carried the action.

It was said that after a credit card used by several with the Town had been maxed out, the recommendation was to increase the credit limit from $10,000 to $25,000.  Council carried the recommendation.

In the Mayor and Councillor's Forum, Mayor Weiterman said that she really enjoyed the long weekend festivities recently held in Outlook, and she commended everyone for a job well done.  Councillor McLeod noted how it was great to see the community come together.  There were several remarks on how enjoyable the events were.

New Business

Council discussed a subdivision application from Outlook Rentals related to the conversion of three residential lots on Douglass Street into two lots.  It was said that they meet sizing requirements and there are no land uses in the vicinity, while no additional requirements were noted.  It was said that the work being done makes it a more attractive development opportunity.  The recommended resolution was that Council approve the application, which they did.

Discussions then moved in-camera to discuss a property matter.

Recreation Report

The Swimming Pool is completely winterized now and we will be discussing potentially adding heat to the building and mechanical room for the winter months to help preserve our equipment at our next recreation meeting October 20th, 2021.

The Rec Plex Kitchen renovations that we budgeted for this year are completed. We have hired some kitchen workers for the 2021-2022 season and are looking forward to offering more nutritional options for our community and guests!

We started making ice on September 27th, there were a few bumps along the way but it will be completed by October 8th, 2021. Our first booking is October 9th and we have a fully booked rink for the month of October which is nice to see! We have hired one more rec worker as of right now and will be offering the position to one more person. Having five staff at the rink will benefit us in terms of what we can offer the public and offer a better scheduling system to our employees.

Once the ice is completed we will have more time to finish up the rest of the summer season duties such as emptying the flower planters.

The CO-OP Community Rink interior dirt work will be completed by Wright's Construction soon as well. We have received one tender for the CO-OP Community Rink lighting which will be taken to our next recreation meeting on October 20th, 2021 for discussion.

Public Works Report

Transportation:
- Road construction has begun on Prairie Ave, Chow Cres, Aspen Dr, Conquest Ave, and Reid Cres. Curb and gutter has been poured on Conquest and Reid, while the other areas are being dug out and prepped for pavement which will be started next week weather permitting. 
- All alleys have been hit with the box grader, we do have some areas needing material which we will be getting to over the next week or 2. 
- Gravel roads are requiring grading which is slated to be done today and tomorrow. 
- Kelton and I will be doing the asphalt road analysis prior to snowfall to determine areas of concern for next years pavement plan. 
- Our winter sand has been delivered, we will be getting salt soon to mix. 

Utilities: 
- See September Water report. 
- Acadia construction has started the sewer main for the Railway subdivision, so far things are going smooth; we believe we have found a way to feed the COOP food store temporary water but have to test it out prior to going “online.” 
- Brunners are in town replacing 3 sewer services under our sewer replacement policy; one of which was previously changed from the home to the property line, so we are only doing up to that point. 

Environmental Health: 
- We have switched to our winter hours at the landfill. 
- We will be doing some ground work at the landfill site this week, and next to provide a better tipping area; including a new location for the cardboard bin, and the sea can. We also have some backfilling and leveling to do around both the office building, and compactor shed. 

General Public Works: 
- We will be doing another round of tree branch pickup following the long weekend. 
- Compost remains steady as the gardens are coming off, and leaves falling. 
- Clay haul is almost complete to in town, and will be switching to landfill site later this week.
