The City of North Battleford has entered an agreement with Royal Bank of Canada for financing capital projects. These projects are the 114th land development as well as the Bio-solid Class "A" fertilizer system and waste water treatment retention pond expansion.

The amount is for $4,725,000, as a 25-year Interest Rate Swap with 20-year Bankers Acceptance Loan of 3.97 percent all-in rate, which may fluctuate to an all-in rate not to exceed 4.25 percent, amortized monthly with the means of repayment from general operating surplus and utility surplus respectively. That resolution passed council unanimously.

Also passing unanimously and in three readings was a bylaw to create a debt not payable within the current year of $4,725,000 for the 114th St. Land Development, Bio-solid Class A fertilizer system and Waste Water Treatment Retention Pond Expansion.

A Transportation Master Plan is going ahead. The Mayor and city clerk have been authorized, by resolution, to execute an agreement between the City and Minister of Highways and Infrastructure to undertake that study.

Tim Yeaman has been appointed the DED inspector for the city. DED stands for Dutch Elm Disease and the municipal inspector deals with and enforces all aspects of the DED regulations within the boundaries.

Finally, an Internal Water Testing audit for 2014 was received. The audit is created every six months and included in the Drinking Water Annual Report to ensure the testing is being completed as required by permit, so that there is no repeat of the situation where tests were missed - a situation that resulted in a fine to the City that was imposed earlier this year.

According to that audit report, the City is up to date with the testing for 2014.
