Local improvement bylaws passed

Two construction bylaws for 2011 local improvements in North Battleford were introduced and passed unanimously at the Sept. 12 council meeting.

Two construction bylaws for 2011 local improvements in North Battleford were introduced and passed unanimously at the Sept. 12 council meeting.

The first bylaw passed was for a pavement overlay on 19th Avenue from 97th Street to 100th Street, at an estimated cost of $108,106.19. The second was on 27th Avenue from Campbell Crescent to 100th street, covering subgrade, curb and gutter, the base and the HMAC at an estimated cost of $78,000.

However, a third proposed local improvement will not be going ahead in North Battleford.

A petition was received by the city against a local improvement for 25th Avenue. That would have run from 100th Street to Highway 4 North.

For it to be valid, a majority of the owners representing at least one-half of the assessed value of the land needed to sign the petition. That requirement was met, said city clerk Debbie Wohlberg at council Monday, as two affected property owners both signed the petition.

As a result, council cannot pass the local improvement bylaw for that stretch of 25th Avenue and cannot undertake a similar local improvement in that area for at least 12 months.
