SPS weekend arrest video prompts investigation
Submitted by SPS
The Saskatoon Police Service is aware of a video posted online Monday involving one of our members that had attended a call for service on July 4 regarding suspicious behaviour. Not all of the interaction is recorded on the posted video, but use of force is captured. During the arrest and following a several minute struggle with the first responding officer, the arrested subject sustained non-life threatening injury to his face. He was assessed by paramedics at the scene of his arrest, and was observed while in custody by the on-duty paramedic in detention.
Given our commitment to be transparent, the SPS is treating this as a critical and serious incident. Chief Cooper has confirmed that the Saskatchewan Public Complaints Commission will be responsible for an independent investigation and has spoken to the Ministry of Justice and also the Ministry of Corrections and Policing about ensuring there is appropriate oversight.
The officer involved has been placed on leave until an initial review of his response and use of force can be completed. The effects of addictions and related mental health issues were present during the incident and this will form part of the investigation as well. “I recognize this incident was a traumatic event for our community, for those involved and for those who witnessed it, said Chief Cooper.” Whenever force is used we are accountable and I want to assure the public that this is being taken seriously and we will do our utmost to be open and transparent as the investigation unfolds.”

Driver stopped for driving 183 km/h in a 100 km/h zone - $1,168 fine
Submitted by RCMP
Results are in for the 2019 National Safe Driving Week – here’s everything you need to know.
From Dec. 1 to 7, 2019, Saskatchewan RCMP conducted several targeted enforcement initiatives across the province to support National Safe Driving Week in reducing instances of distracted and impaired driving.
Officers checked 10,441 vehicles and laid a total of 2,137 road safety charges including 1291 charges for speeding, 60 charges for cellphone use, 83 charges for seatbelt misuse and 44 charges for careless driving (drive without due care and attention, follow too close, change lanes when unsafe).
We’ve decided to share a few of the stories our officers encountered and hope these steer Saskatchewan motorists away from unsafe driving behaviours.
• No need for speed: On Dec. 1, a driver was stopped for driving 183 km/h in a 100 km/h zone on Highway 7 near Kindersley. A whopping $1,168.00 fine was issued.
• Slippery slope: On Dec. 3, a driver was travelling 54 km/h in a 30 km/h school zone in Prince Albert. The driver did not have a valid license and the vehicle registration was expired. In addition, the windshield had numerous cracks. An infant was sitting in a booster seat that was not fully secured to the vehicle and the belt straps were not tightened. The driver received $1346.00 in total fines ($175.00 fine for infant seat, $115.00 for cracked windshield, $326.00 for speed school zone, $580.00 fine for invalid vehicle registration, $150.00 fine for invalid driver's license).
• Couldn’t keep a tab on the road: On Dec. 5, an officer on patrol observed a vehicle drift out of lane in an inattentive manner while driving along Highway 1 near Balgonie. As the officer pulled up beside the moving vehicle, the officer saw the driver holding a tablet on the steering wheel. During the traffic stop, the driver told the officer he was trying to log into a tablet for a conference call. As a result, this driver was issued a $280.00 fine.
Motorists across the province may have seen an increased police presence during National Safe Driving Week, but it is not to be expected that our officers will disappear even though the campaign is over.
Unsafe driving, including impaired driving of any kind, is still an ongoing issue on our roadways. During National Safe Driving Week, 39 drivers were charged with impaired operation in RCMP jurisdiction.
The RCMP remains committed to preventing unsafe and impaired driving and invites you to do the same this holiday season (and all year long). Remember to:
• Make the choice to drive sober
• Plan a safe ride home
• Spend the night at a friend’s house
• Report suspected impaired drivers to police
For the safety of each and every one of us, our loved ones and the communities we’re part of, let’s all commit to driving safe and sober this holiday season.

Assiniboia RCMP - Warning - Possible Fentanyl-Laced Drugs
The Assiniboia RCMP have reason to believe some of the illicit drugs within the community are being laced with fentanyl.
On March 10, at approximately 5:25 p.m., Assiniboia RCMP responded to a report of a sudden death at a residence in the town of Assiniboia. When officers attended the scene, they located a deceased adult male. Shortly after, local EMS arrived and pronounced the man dead at the scene
Recently confirmed evidence has led investigators to believe that the consumption of cocaine, laced with fentanyl, is what caused the death. Public safety is a concern in a situation like this. Therefore, Saskatchewan RCMP wish to warn the public of the dangers of consuming illicit drugs. Street drugs are often sold as one thing but often end up containing other dangerous substances such as fentanyl.
Fentanyl is known to have been mixed with other drugs such as heroin and cocaine. It has also been used in tablets made to look like prescription drugs. It is odourless, tasteless, and hard to detect.
The particular fentanyl-laced drug responsible for the death of a man in Assiniboia may still be circulating in Saskatchewan. The general public across Saskatchewan should remain vigilant, in particular those involved in with illicit drugs.
Contact with any amount of fentanyl should be completely avoided and police should be notified. If any member of the public finds illicit drugs they are concerned may contain fentanyl or carfentanil, they should leave the area and immediately call 911. Do not handle or touch them. Do not bring them to your local RCMP Detachment.
If you suspect an overdose, call 911 immediately.
