How should Saskatoon resolve the Prairie Lily's docked season?

The Prairie Lily remains docked due to stubborn sandbars in the South Saskatchewan River—despite the Water Security Agency increasing releases from the Gardiner Dam to just 90 m³/s, deemed “a drop in the bucket” by the vessel’s captain.

The boat’s farewell cruises, including the fireworks voyage, have been cancelled, with no adequate flush in sight.
