Residents of Estevan are being asked to travel only if necessary due to the intense precipitation that hit the Energy City on Saturday morning.
The City of Estevan made the announcement early Saturday afternoon.
There are reports of dislodged manhole covers from high water levels that pose a risk to motorists and pedestrians. People are encouraged to report missing manhole covers to the Estevan Police Service.
Fourth Street has been closed from the 1000 block to the 1300 block, and flash flooding has also hit the valley.
