Yorkton officially has a new Community Plan.
Council gave second and third reading to the Plan at its regular meeting Monday, but not before getting an overview of the reasons behind the plan from Gord Shaw, Director of Planning & Engineering with the City.
In terms of a document Our City: Our Future is a forward looking document. It provides direction to City Council, council committees as well as administration and others in the growth of the community. The purpose of the Plan is to, "provide a comprehensive policy framework to guide the physical, environmental, economic, social and cultural development of the municipality or any part of the municipality"," detailed a report circulated to Council Monday.
Shaw said the plan is an important foundation document for Yorkton.
"It is the highest level planning document," he said.
"It addresses issues related to community, environment, social and economic development, culture, recreation, infrastructure, governance and others.
"It provides a rationale for decision-making to achieve the City's vision."
Shaw said the Plan looks toward a city which will grow.
"Yorkton is expected to grow to 36,000 by 2036," he said, adding "This level of growth requires between 6,000 and 8,000 additional dwelling units."
But with the growth a healthy community must be maintained.
"We want a safe community where our residents can have a range of housing and transportation options and excellent access to educational and economic opportunities," said Shaw.
"We want to create the building blocks for a sustainable community.
The Plan also takes into consideration infrastructure will be required to support development and growth.
Shaw said the City must, "Actively maintain infrastructure including roads, water, storm and sewer systems and community facilities in a cost-effective manner.
"Ensure that infrastructure is expanded hand-in glove with development."
Overall, "The OCP sets out broad principles for future community development. There are many ways that the dream can be turned into reality," said Shaw.
"Over time, the actions associated with this Plan, and the progress forward, needs to be evaluated and monitored."
