It's been called a "crisis." The rate of new HIV infections in Saskatchewan is now almost three times the national average. For the past several years, the number of people contracting the virus has neared 200-about 40 percent of them women.

No tax increase in operating budget

The 2012 Operating Budget for the City was presented, and passed at the regular meeting of City Council Monday. "The budget before you doesn't have a tax increase associated with it," Lonnie Kaal, Director of Finance with the City told Council.
