Outlook Town Council Previous Minutes & Motions

The Outlook has obtained the adopted minutes of the January 29 regular meeting of Outlook’s town council, as well as the minutes of the Protective Services Committee meeting on January 27, a Special Meeting of council on February 7, and a Recreation

The Outlook has obtained the adopted minutes of the January 29 regular meeting of Outlook’s town council, as well as the minutes of the Protective Services Committee meeting on January 27, a Special Meeting of council on February 7, and a Recreation Committee meeting on February 10.

The following are highlighted motions and informational points that had been made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.

January 27 Protective Services Committee Meeting

The purpose of the meeting was to discuss the EMO Coordinator, the EMO Plan, and the Protective Services Agreement with the RM of Rudy and the Villages of Broderick and Glenside.

Recommendation:

1) That Sean Ferguson be sent a letter thanking him for his services as EMO Coordinator and informing him that his services with the Town of Outlook will be terminated, effective immediately.

2) That the Town advertise for the position of EMO Coordinator, based on the following criteria:

a. a clean criminal record check,

b. ability to be organized in a crisis;

c. ability to take charge;

d. ability to work with emergency personnel;

e. willing to take the required Emergency Management training;

f. available on a year round basis;

g. resident of Outlook

3) That the Town obtain a quote from Datasafe for redoing the town’s emergency response plan along with a timeframe as to when this could be completed.

4) That, in preparation for the Protective Services Committee Meeting with the RM and the Villages of Broderick and Glenside, the Chief Administrative Officer compile a list of fire department assets at cost, with net book value, as well as a list of the operating costs of the fire department, to determine the per capita retainer fee to be charged should Council decide to take full control of the fire department.

5) That Councillors Applin, Grotheim, and McLeod be appointed to the Protective Services Committee to meet with the RM of Rudy, and the Villages of Broderick and Glenside.

6) That, if any of the participating municipalities have any information to present to the committee, it be provided in writing in advance of the committee meeting.

January 29 Regular Meeting

Line of Credit:

056/20 – Smith/Grotheim:  That, pursuant to Section 166(1) of The Municipalities Act, the Mayor and Chief Administrative Officer are authorized to borrow on behalf of the municipality, an amount equivalent to $350,000 from the Bank of Montreal for the purpose of facilitating cash flow in meeting current operating expenses prior to the levy and collection of tax revenue. The amount to be borrowed together with the unpaid principal of other borrowings may not exceed an amount equal to the amount the municipality estimates it will raise in taxes and receive in unconditional provincial or federal grants in the year the borrowing is made.  Carried.

Pool Lighting:

063/20 – Smith/Childerhose:  That Council authorize the purchase of six (6) shades for the outdoor light posts at the Van Raay & Community Swimming Pool at an estimated cost of Four Hundred and Twenty Dollars ($420.00) plus applicable taxes.  Carried.

Swimming Pool Staff:

064/20 – McLeod/Smith:  That returning swimming pool staff be offered an hourly increase of $.50 per hour for the 2020 season.  Carried.

Potato Festival:

065/20 – Grotheim/McLeod:  That we spearhead a committee to organize a Potato Festival, and further than an ad be placed in the paper to determine if there is sufficient interest from volunteers to proceed.  Carried.

Rec-Plex Multi-Purpose Room:

066/20 – Smith/Grotheim:  That we send out a Request for Proposal for upgrades to the Rec-Plex Multi-purpose room.  Carried.

Office Telephone System:

073/20 – McLeod/Applin:  That Council authorize the purchase of a Polycom 411 Telephone system for the Town Office, at a quoted price of $2,560.00, plus $648.00 installation costs, and any applicable taxes.  Carried.

Waterworks System Assessment:

076/20 – Smith/Applin:  That BCL Engineering Ltd. be awarded the contract for the 2020 Waterworks System Assessment, at their quoted price of $6,100.00, plus applicable taxes.  Carried.

Dutch Elm Disease Survey Service:

077/20 – Grotheim/McLeod:  That KBM Resources Group be awarded the contract for Dutch elm disease survey in 2020, at their quoted price of $$1,224.00 plus applicable taxes.  Carried.

Geo-Tech Study at Landfill

081/20 – McLeod/Smith:  That we authorize a Request for Quote through the SUMAdvantage preferred vendor program for a geo-tech study at the landfill, to find the best location for the installation of the scale and office building at the landfill.  Carried.

Neptune Water Meter Reader:

089/20 – Grotheim/McLeod:  That we authorize the purchase of a Neptune 360 Walk-By Data meter reader at a cost of $12,917.60, and the purchase of a tablet at an approximate cost of $1,000.00.  Carried.

Lagoon Upgrade Report:

091/20 – Applin/Grotheim:  That Council accept the proposal from Associated Engineering for sewage lagoon expansion, at their quoted price of $24,000, plus applicable taxes.  Carried.

Associated Engineering Invoice:

092/20 – Grotheim/Applin:  That council approve the payment to Associated Engineering of $2,500 for work done on the lagoon upgrade report to date.  Carried.

Mann Subdivision Drainage:

093/20 – Grotheim/Smith:  That council accept the proposal from Associated Engineering for Mann Subdivision drainage, at their quoted price of $19,200 plus applicable taxes.  Carried.

Land Survey:

109/20 – Applin/McLeod:  That Meridian Surveys be contracted to survey Lots L and M, Block 65, Plan 84S11050, at their quoted price of $2,900 for the plan of proposed subdivision and $6,175 for the final legal survey, plus applicable taxes.  Carried.

February 7 Special Meeting

Authorize Engineers

112/20 – Childerhose/Grotheim:  That we authorize Associated Engineers to design a new raw water intake, at their quoted price of $16,000 to $20,000, plus applicable taxes, as well as an additional $2,000 for assistance in completing the ICIP Grant Application.  Carried.

February 10 Recreation Committee Meeting

The Committee discussed potential advertising space for local business along the Swimming Pool fence. Similarly to the RecPlex advertising, businesses would pay an annual fee to the Town for the advertising space, and would be responsible for providing their own sign at their cost to the Town. Recommendation: That we offer advertising space at the Van Raay and Community Swimming Pool in the form of 16”x24” signs to be displayed on the interior fence, and further that the annual fee be established at $100.00 plus applicable taxes per year.

Jordy provided a quote from Lumber Plus on replacing the other doors in the RecPlex (not doors that had been identified for replacement in the Fire Inspection). As the doors do not need to be replaced they will be painted in the spring/summer with the rest.

Jordy also updated the Committee on the following items:

• We have started the application for the Jim Kook RecPlex sign to be placed on the highway easement, however we have not heard anything back. Rachel will follow up with the Traffic Guidance Office ASAP.

• Outlookrec@sasktel.net has been auto forwarded to Jesse’s email rink.outlook@sasktel.net, and Jordy has left a list of passwords, codes, etc with Jesse.

• Tyco/Johnson Controls will be coming in April to work on the suppression system

• The Town needs to purchase at least one carbon monoxide detector for the RecPlex – Kyle will speak with Dalas about where to purchase.

• The Canada Summer Jobs grant applications are currently being accepted – for the Recreation department we will be applying for 2 Kinsmen Park, 3 Beautification, 2 pool house staff, and 12 lifeguards. Since Council has not had further discussions on the museum summer student, Rachel will reach out to the Museum board and offer to assist in applying for a grant under their business number.

• Kitchen order lists will continue to be made up by Maria and put through Jesse for checks and balances. Jesse noted that the kitchen float could be increased to $400.00 to allow for more change to be kept in the safe during weekends. Recommendation: That the RecPlex Kitchen Float be increased to $400.00 total once the new drop safe has been delivered and installed.

• The bowling alley float also needed to be increased from $40.00 to $100.00. Recommendation: That the Bowling Alley float be increased to $100.00 total.

• Go Out & Play challenge is a go for March 1st-March 10th, Renee will make up some promotional posts to advertise the competition and get people involved.

• Omnisport has been contacted to come after June 15th to start on the Outdoor Rink, and they will be sending a project contract in the next few weeks. Would Council like to have Omnisport do the whole project including levelling and concrete, or would we prefer to contract those services on our own? If we want to do them ourselves, we need to have that ready prior to Omnisport coming.

• Next fee review for minor sports is due for fall of 2022

Other topics touched on included:

• Transition in the future to an electric or natural gas Zamboni

• Adding more programming for ice time during vacancies

• Revising the current swimming pool parking lot – Rachel will follow up on getting a full layout of the RecPlex grounds designed.
