Mayor Grant Foster called the meeting to order and each member of the council swore the Oath of Office, at 6:00 PM in the Council Chambers in Esterhazy Thursday, November 12, 2020.
The Council approved the Agenda and the Minutes of the previous meeting, before carrying on the review of the town’s Financials.
Administration Reports
Planning & Economic Development Director Tammy MacDonald gave her report starting with a new Building Inspector that needs to be approved for Public Building Inspection.
Public notice to selling land at “Fair Market Value” was 2 inquiries, Councillor Bot made the Motion to agree to the previous amount, Carried Motion to Abstention by Councillor Petracek.
Community Development & Recreation Director Brenda Redman gave her report, at the Dana Angel Arena, the brine pump broke down and will be replaced, Unknown the cost at this time, the council was shown the arena COVID Protocol, Councillor Flick made the Motion to accept the Updated Arena Protocol, Carried.
Santa day, Dec 5 the movie theatre is willing to do movies ( a movie was shown twice at the theatre Covid rules included), Christmas lights display ( TwinkleTour ) $500.00 Esterhazy bucks are up for grabs, Councillor Roland made the Motion to provide $500.00 Esterhazy Buck’s to winners of the Best lights from the Twinkle Tour, Carried.
The ball diamond Phase 1 was finished on time and looks good, Flour Mill Contract was signed the grant was made, Councillor Nickel made the Motion to tender out positions for the flour mill, Carried.
Fire Report was reviewed by the council,
Acting Administrator Mike Thorley gave the Administrator Report to the council, Deputy Mayor and Signing Authority was discussed, Councilor Roland made the Motion to accept Thorley’s scheduled for deputy Mayor, Carried.
It was suggested that the Council, even though returning should review the Councillor Orientation Manual, the council will meet to discuss strategic planning and the Councilor manual November 19, 2020,
Councilor Roland made the Motion to accept the Administration Reports, Carried.
Mayor/Councillor Reports
Mayor Forster had the honour to lay a wreath at the Esterhazy Remembrance day, there were less than 50 people present and COVID rules followed.
OLD BUSINESS
Landfill was discussed and the one building to be constructed, the piles need to be put in so the building can be built so the compactor can run this winter.
NEW BUSINESS
Crosswalk by Towne Autobody and the end of Main St. by the Museum was discussed, the council reviewed the report supplied, where actual school zone signs and crosswalk signs should be placed, speed limits were also discussed.
Sidewalks were next discussed, Councillor Flick discussed if some students can shovel some sidewalks as part of a school project.
CORRESPONDENCE
The Council reviewed the Correspondence received by the town for the last 2 weeks, Councillor Patracek made the Motion to pay $13,178.39 to the Saskatchewan Housing Corporation for the 2019 Settlement Municipal Share- Housing Projects, Carried.
Councilor Petracekk made the Motion to file the Correspondence, Carried.
The council moved into the “Committee of the Whole” with a Motion by Councillor Petracek, Carried.
