On a stormy windy evening, Mayor Barnhart called the regularly scheduled Saltcoats Council meeting to order.
After a review of the agenda, Councillor Denbrok made a motion to accept the amended agenda which was carried.
Moving on, the council reviewed the amendments of the December 9, 2020, regular meeting as well as the December 21, 2020, special meeting minutes. Councillor Pearson made a motion to accept the minutes of both meetings; motion carried.
The council reviewed the Action List including Addendum A, Addendum B, as well as Addendum C. Councillor Denbrok made a motion to accept the Action List; motion carried.
PUBLIC WORKS
The council reviewed the monthly review of the waterworks before Councillor Walosschuck made a motion to accept the Waterworks Report; motion carried.
Saltcoats Town Foreman Hunt had submitted his report to the council earlier. After reviewing the report, Councillor Person made a motion to accept the Public Works Report; motion carried.
Remote monitoring in the new water treatment plant was next to be discussed. Councillor Pearson made a motion to pay $1000 for remote monitoring; motion carried.
Canadian Public Works Association was next to be discussed. The association is looking for support from the towns to have public works personnel have priority in the vaccine list.
An ATAP Training discussion was next. This training is required so public works can operate the RO system. Councillor Woloschuck made a motion to allow the training; motion carried.
The Town of Saltcoats Water Treatment Plant was discussed next. The design was discussed for information’s sake.
Next, the council discussed “council using town equipment.” It was questioned if council members could assist the town maintenance staff using the town’s equipment. It was recommended that council members not act as town employees and operate town equipment.
FINANCIAL
The council reviewed the List of Accounts for Approval for December 2020. Councillor Denbrok made a motion to accept the List of Accounts for Approval; motion carried.
The Budgetary Control Report for December 2020 was deferred to the next meeting.
The council reviewed the bank reconciliation next before Councillor Pearson made a motion to accept the report; the motion carried.
The Unpaid Tax Report and the Unpaid Utilities Report were discussed for information purposes.
PERSONNEL
The council discussed hiring Billie-Jo Baumung as an office assistant. Councillor Denbrok made a motion to ratify the decision to hire Billie-Jo Baumung temporarily; carried.
The Communication Committee Report was reviewed to update the council The council is looking at ways to better inform the public. Councillor Pearson made a motion to accept the report as reviewed; motion carried.
NEW BUSINESS
The Board of Revision was next to be discussed before Councillor Pearson made a motion to accept the appointees; motion carried.
Next, the council reviewed the yearly fees and amendments to applicable policies for service fees. Councillor Bachinski made a motion to accept the fees as presented; motion carried.
Carrying on, the council reviewed the annual membership renewals, after reviewing the list of renewals Councillor Denbrok made a motion to pay the renewals; motion carried.
The 2021 Canada Census was next to be discussed by the council. The census is important to the town as the grants are based on the census recorded, it is encouraged to have the public fill out the 2021 census as it is a legal requirement.
A yield sign on High Street was next to be discussed. The sign is hard to see and it can't be moved as it would be off town property. The “new” sign will be added and looked into further once the snow is gone.
There is a grant available from SGI for traffic safety that was next to be discussed. The council is looking at regulating the speed within town limits and is looking into speed bumps as well as traffic speed signs.
Yearly donations were next to be discussed. The council had a short discussion on the donations the town pays out. Councillor Denbrok made a motion to continue making the normal donations the town pays out; the motion carried
The council next discussed yearly payments. Councilor Hutchings made a motion to pay the Saltcoats Regional Park $5000; motion carried.
Shop Local Advertising was next to be discussed, there have been several local businesses using the shop local corner in the Four-Town+ Journal. Councillor Pearson made a motion to pay $40 per month to pay for the Shop Local Corner advertising in the Four-Town Journal; motion carried.
CORRESPONDENCE
The council reviewed the correspondence received by the town over the last month including letters from Cathay Wagantall, East Central Transportation, the Commissioners Report for January 10, 2021, Canadian Pacific Railway, Ministry of Government Regulations, Saltcoats Skating Arena COVID-19 Plan, Saskatchewan Construction Association, Government of Saskatchewan Queen's Printer and Cornerstone Credit Union.
Councillor Hutchings made a motion to file the correspondence; motion carried.
Councillor Issel made a motion to move in-camera; motion carried.
