The Saltcoats Town Council held its regular meeting at 6:00 PM Wednesday, December 9, 2020.
Mayor Barnhart and Councillors Kirbu Buchinski and Branden Issel were present in chambers and the other members, including Administrator Larson, attended via Zoom.
With the public hearing open for Bylaw 03-2020, Council Procedure Bylaw, there were no public present; Mayor Barnhart closed the public meeting.
Mayor Barnhart announced that he will be running for President of the Municipalities of Saskatchewan.
Carrying on, the council reviewed the agenda. Councillor Issel made a motion to accept the amended agenda which was carried.
After a review of the minutes of the last meeting, Councillor Pearson made a motion to accept; the motion carried.
Moving on, the council reviewed the Actions List. After a short discussion, the council moved on with a motion to accept the Action list made by Councillor Buchinski which was carried.
Public’s Works
A monthly review of the Waterworks Operation Report was given by Denis Hunt Saltcoats Town Foreman.
There has been a slight increase in water use which is due to possible flooding the rink. A WSA inspection was carried out at the end of last month. Councillor Buchinski made a motion to accept; the motion carried.
The Public Works Report was next heard by the council. Maintenance of town vehicles will be done as per usual in December. The new street sander is working very well. Utility rates were discussed as well as the water treatment plant update, as a major discussion on water rate increases was had by the council before Councillor Buchinski made a motion to increase utility rates by 2%; that equals approximately $1.63 per month. The motion was carried.
Bylaw 04-2020 was reviewed. Bylaw 04-2020 refers to the increase of rates and their amount of increase. Councillor Hutchings made a motion to have the first reading; motion carried. A Public Meeting will be held for this proposed bylaw change. There will be a Special Meeting held on December 21 for the 2nd and 3rd reading.
Public works has made a request for a policy change concerning safety clothing. Councillor Waloschuk made a motion to amend the Safety Clothing Policy; motion carried. Public Works has a concern with sledding in town down onto the lake. The council discussed if the town provided a path to the sledding, would they be held liable. The council has taken no position other than it is not under the sanction of the council on the sledding down onto the lake.
The Policy for Snow Cleaning Procedures was discussed. Mayor Barnhart made a motion to write a Snow Cleaning Policy; motion carried.
The Town of Churchbridge has made a request re ATAP which was tabled for further information. The Public Works Report was accepted with a motion by Councillor Pearson; motion carried.
The Council reviewed the List of Accounts for Approval. After a short discussion, Councillor Denbrok moved to accept the List of Accounts for approval; motion carried.
The Budgetary Controls Report was next to be reviewed by the council. Councillor Hutchings moved to accept the Budgetary Control Report; motion carried.
The Bank Reconciliation Report was next to be reviewed by the council. After Administrator Larson explained the Budgetary Control Report, Councillor Denbrok made a motion to accept; the motion carried.
The Unpaid Tax report, as well as the Unpaid Utility report, were reviewed before carrying on. Council reviewed the Letter from the Auditor. After reviewing the letter and a short discussion, Councillor Hutchings made a motion to accept the Auditor's Report, motion carried.
An appointment to the Whitesand River Watershed and Yorkton Aquifer Advisory Board was discussed. Councillor Denbrok made a motion to accept the appointment; the motion carried. It was discussed about the staff and public works receiving Christmas recognition. Councillor Denbrok made a motion to give all staff and public works to a gift certificate for Christmas; motion carried.
Councillor Hutchings made a motion to add Councillor Denbrok to the Communications Committee; motion carried.
The Municipalities of Saskatchewan annual meeting was next to be discussed. With the meeting being virtual this year, it was suggested as many council members attend as possible. Councillor Pearson made a motion to pay $185 for the two councillors who wish to attend as well as the CAO; motion carried.
Referring to Motions 294-20, 295-20 and 296-20, Councillor Walischuck made a motion to rescind; motion carried.
Bylaw 03-2020 received its second reading by Bachinski; motion carried. This bylaw refers to housekeeping amendments.
The third reading was made of Bylaw 03-2020 by Councillor Denbrok; motion carried.
For new business, the appointment of a pest control offer was discussed. Councillor Bachinski made a motion to accept the list of appointees; motion carried.
Planning and Development Permit Fees were discussed. Councillor Hutchings made the motion to implement the Planning and Development Permit Fees; motion carried. Permit 2020 - 08 was next to be discussed. Councillor Hutchings made a motion to approve the permit; motion carried.
The curling club and arena operator payment was next discussed. Councillor Buchinski made a motion that the town pay these individuals with the curling rink and arena reimbursing at the end of the season; motion carried.
Councillor Denbrok made a motion to accept the Public Safety Agreement; motion carried.
The Saltcoats Council reviewed the Commissionaires Report and tabled it for when they went in-camera.
It was suggested by an administration that the council purchase two electronic tablets. Councillor Buchinski made a motion to purchase the tablets which was carried.
The council reviewed all the correspondence received by the town. Councillor Denbrok moved the council to ratify the electronic decisions on the hall rental; motion carried.
Councillor Hutchings made a motion to file the correspondence; motion carried.
The council then moved in-camera with a motion by Councillor Buchinski; motion carried.
