At 5:58 P.M. on November 19th, Mayor Barnhart called the regularly scheduled council meeting for the Town of Saltcoats to order with all council members present and accounted for.
The council reviewed the agenda and Councillor Pearson made a motion to accept the revised agenda; the motion carried.
Carrying on, the council reviewed the minutes of the last meeting. Councillor Issel made a motion to accept the minutes which was carried.
Councilor Denbrock made a motion to accept the addendum as reviewed; motion carried.
Public Works Report
Dennis Hunt (Town Foreman) presented his report of the maintenance department over the last month including explaining to the new councillors about the water quality and the basics workings of the water plant. With no questions, Councillor Buchinski made a motion to adopt the Public Works Report; motion carried.
Foreman Hunt reviewed the Water Safety Agency report with the council and Councillor Issel made a motion to file the WSA report; motion carried.
Moving on, the council reviewed the financials of the town. The council reviewed the List of Accounts before Councillor Denbrock made a motion to accept; the motion carried.
Budgetary control was next to be reviewed by the council. Councillor Waloschuck made a motion to accept the Budgetary Control Report which was carried.
Moving on to personnel, the council discussed that Administrator Larson has had her 4-month review completed successfully.
The council reviewed Committee Appointments. Councillor Denbrock made a motion to accept the List of Appointments as reviewed; the motion carried
Councillor Pearson made a motion to set up a Communication Committee; motion carried. The council also reviewed several town policies and motions and revised them.
New Business
The Council reviewed the Council Procedure Bylaw. Councillor Pearson moved to have the first reading of the procedure manual; motion carried.
The second reading was agreed on with a motion by Councillor Buchinski and was carried. Councillor Person made the motion to have all three readings at this meeting; the motion carried unanimously.
The council reviewed the Commissioners Report before moving on.
The council then discussed Policy Number 11-10 Custom Work Clarification. It was decided to increase the dump truck and operator rates to $100 per hour. Councillor Denbrock made a motion to change the dump truck and operator rates as discussed; motion carried.
Correspondence
The council reviewed the correspondence received by the town over the last month. Councillor Bachinski made a motion to file the correspondence; motion carried.
