City of North Battleford Community Safety Officers will be performing an enforcement blitz the first week of March. They will be enforcing the bylaw that requires sidewalks to be clear of snow and ice.
Bylaw 1900, known as the Sidewalk Clearing Bylaw, requires an owner or occupant of property in the city to clear their sidewalks of snow and ice. Clear sidewalks prevent injury or inconvenience to pedestrians, including those with a walker, wheelchair, stroller or another mobility device.
Owners or occupants are required to remove all snow or ice from any sidewalk adjoining their property with 48 hours of the time when the snow was deposited.
However, the following properties have 24 hours to clear the ice and snow:
100th Street from Railway Avenue to 14th Avenue, east and west side;
101st Street from Railway Avenue to 14th Avenue, east and west side;
102nd Street from Railway Avenue to 13th Avenue, east and west side;
103rd 102nd Street from Railway Avenue to 13th Avenue, east and west side;
Railway Avenue from 100th Street to 102nd Street, north and south side;
11th Avenue from 99th Street to 102nd Street, north and south side;
12th Avenue from 99th Street to 102nd Street, north and south side;
13th Avenue from 99th Street to 102nd Street, north and south side.
The owner or occupant is expected to clear snow onto their own property. If that is impractical, snow may be placed onto the roadway in a manner that does not create a hazard or interferes with the use of the roadway. Improperly moving snow onto the roadway and/or failure to remove snow from sidewalks can result in fines. The first offence to the f\bylaw will result in a fine of $100. Fines increase to $200 for a second offence. Third and subsequent offences will result in fines of $300.
Clear sidewalks allow neighbours to easily interact with each other. Increased interactions allow people to build stronger connections and bonds with their community. Residents can foster strong neighbourhoods by helping neighbours who are unable to remove snow on their own, creating a sense of belonging and trust between neighbours.
The Snow Angel program allows residents to publicly acknowledge people who have helped others with snow removal on sidewalks. Becoming a Snow Angel is a great way to introduce yourself to your new neighbours, or build on existing bonds. Snow Angels can help create social links for those who are physically or emotionally isolated during the dark cold winter.
