NIPAWIN — The Town of Nipawin approved a bylaw giving greater enforcement strength for the town to fine individuals who push snow or grass onto the roadways.
While the guidelines previously existed, it was vague on what constituted blocking the road, which caused problems for the enforcement.
“It more clearly identifies a broader range of infractions,” said Barry Elliott, the town's administrator. “So it just clarifies what is an infraction and what isn’t.”
The fine for obstructing the road is typically $100.
“The consequences are that people may find that they’re going to receive fines for doing that and orders not to do it again,” Elliott said. “So in other words, the enforcement may be stepped up, or we anticipate it will be stepped up to contend with that because we’ve certainly found many instances where people are doing exactly that.”
Elliott said that while grass is used to block the roadway and gutter area in the summer, snow is the primary issue.
“I think primarily of snow, they are pushing snow off their property for the town to remove it.”
“These are efforts to keep the town beautiful, well-kept, clean and, of course, safe as well. So that’s what it’s all about.”
