The transition to a new biweekly garbage and recycling regime in North Battleford will mean a new bylaw to cover the changes.
The city plans to bring in a new waste management bylaw, which will replace the existing bylaw.
It is needed, according to a memo dated April 21 from City Clerk Debbie Wohlberg, to "address the types of service the City of North Battleford will be providing for the management, collection, disposal and the recycling of waste."
The City is currently in the process of switching from a system of communal bins to a mandatory system of collection from black rollout carts for garbage and blue rollout carts for recycling. The draft specifically addresses the changeover to the new regime, a transition that is happening over the next couple of weeks.
Wohlberg told the municipal services committee Monday that the new bylaw will include different definitions to account for who is responsible, how many carts would be allocated, changes in terms of what can be placed in the bins and definitions for what constitutes recyclable material, household hazardous material and other stipulations.
Among the most relevant provisions in the new bylaw are those covering the "handling and disposition of waste and recyclable material," as well as for "waste and recyclable collection from carts." Draft provisions include placement of carts to not obstruct traffic, in front of the designated property where the waste is generated, on the street with wheels against the curb, in an upright street-level position, as well as allowing clearances of 1.20 metres on either side and 3.6 clearance from any overhanging object. The carts must also be placed at the curb no later than 7 a.m. on collection day and removed as soon as possible but no later than 7 p.m. the same day.
The bylaw was written based on existing bylaws in place in Regina and Saskatoon, and also references provisions in bylaws in Estevan and Melfort.
The draft was presented to the municipal services committee Monday for review, and a final version is to come to council for first reading and possible passage next Monday, April 28.
