City council to review sign bylaw

Weyburn city council will be reviewing the current sign bylaw after concerns were raised by two of Weyburn's sign rental companies regarding the $100 annual administration fee that was put in place on December 31, 2012.

"The new bylaw still has the same laws for placement, but the increase in fees is rather extravagant," Ken Kot of Fisk Repair told council Tuesday.

Weyburn's portable sign fees are fifth highest of 14 Saskatchewan cities examined by the City of Weyburn.

"Weyburn is one of 10 cities allowing third party advertisement without conditions, and is one of only five cities which allow placement on city owned property," said Drew Bakken, junior planner for the City of Weyburn.

An issue was raised regarding sign placement and compliance to the bylaw. During an enforcement blitz that was carried out in July, it was found that the majority of signs lacked permits and many were violating other sections of the zoning bylaw.

"Only 16 of the 55 signs located were issued a portable sign permit by the city," said Bakken, noting that Fisk Repair and S&D Xpress Advertising were compliant.

The bylaw will continue to be enforced as is until the review has been completed by council.

*Council approved an application from Riverwood Development Corporation to zone phase 2 of their development to Residential Semi-Detached and Residential Suburban Multifamily.

Rezoning allows for the development of 38 small parcel lots, a townhouse complex and a municipal park.

*Council approved the proposal to have two condo unit buildings constructed at 475 1st Avenue NW by Terra Developments.

One building will have 20 two-bedroom units and the other will contain 16, and will be located in the Weyburn Heights neighbourhood, formerly known as the Elgin School grounds.

Terra Developments must submit a separate plan detailing landscaping features, as well as a detailed parking plan.
