Estevan man receives bail following incident in early July

ESTEVAN — An Estevan man who is facing numerous charges was released from custody with conditions during the July 14 sitting of Estevan Provincial Court.

Jordan Hochstien was supposed to have a show-cause hearing that day, but his attorney Joelle Graham, said she had reached an agreement for Hochstien to receive bail.

His next appearance is scheduled for Aug. 18.

Background: According to the Estevan Police Service, patrol members, along with the Drug/Intelligence Unit, executed a search warrant at a residence in early July.

Hochstien was charged July 5 with mischief under $5,000 for damaging property of the Estevan Police Service and uttering threats to cause bodily harm to a police officer.

Additional charges from July 6 were four counts of possessing a firearm for a purpose dangerous to the public; two counts of assaulting a peace officer; and one count each of possession of a firearm contrary to an order, possession of less than 30 grams of a drug (psilocybin) and possession of property obtained by crime less than $5,000.

He was remanded into custody and appeared in court by phone July 8 in Weyburn. The drug possession charge was stayed at that time. He remained in custody until July 14.

Devon William Martell was also supposed to have a show-cause hearing on July 14 in Estevan in connection with a drug-related arrest earlier this month. But the session to determine if Martell receives bail was pushed back a week to July 21, also in Estevan Provincial Court.

Martell appeared by video July 14.

Background: According to information from the Estevan Police Service, Martell was arrested July 6 for possession of methamphetamine under the Controlled Drugs and Substances Act, and violating the terms of his release conditions under the Criminal Code.

He appeared in Estevan Provincial Court on July 7 and was remanded into custody to be back in court the following day in Weyburn. The Crown said it is opposed to his release and would apply to revoke his bail.

Martell was one of four people arrested in Estevan in August 2024 after search warrants were executed at five locations in Estevan. Each was charged with possession of a schedule 1 substance for the purpose of trafficking (cocaine); possession of a schedule 1 substance for the purpose of trafficking (methamphetamine); trafficking a schedule 1 substance (cocaine); trafficking a schedule 1 substance (methamphetamine); and possession of property obtained by crime over $5,000.

Martell and another co-accused in the August 2024 drug bust, Jessica Louise Rutter-McKeen, have a preliminary hearing set for Aug. 25-26 to determine if their case will go to trial.

Another person, Brennan Stephen McKeen, pleaded guilty to charges last month and is to be sentenced in September, while charges against a fourth person have been stayed.

Dusty Bonnor also appeared by video July 14. He remains in custody and his matters were set aside to be spoken to July 21.

Background: Bonnor was involved in three thefts in a one-month span in June. His most recent arrest was June 24, when he was apprehended by the Estevan Police Service for the theft of a pick-up truck.

He was charged with one count each of theft of a vehicle, possession of property obtained by crime over $5,000, break and enter, and failing to comply with conditions of a probation order. 

The charge was laid one day after Bonnor was released on bail for a prior incident, in which he was charged with one count each of theft under $5,000 and uttering threats, and two counts of failing to comply with a probation order. He also pleaded guilty June 2 in Estevan for theft under $5,000 and violating his release order, following an incident the previous day.
