Council approves increased amount for groundwater well monitoring

Weyburn city council approved a change to a previously-made motion to award a contract for monitoring groundwater wells and sampling to Matrix Solutions, as the amount approved was not correct, plus there is an additional cost for the well-monitoring.
At their meeting on Monday evening, council was told first of all that the quoted cost for monitoring groundwater wells at the city landfill was different from what was stated in their motion on June 26 when they awarded the contract. The motion in June said the amount approved in the contract with Matrix was $9,075 for the landfill and $7,268.70 for the sewage lagoons.
The correct cost, according to the proposal submitted by Matrix on May 23, was $10,728 for the cost of field work and laboratory fees, and a cost for reporting of $9,076, with the total cost to complete the groundwater monitoring, sampling and reporting at the landfill to be $19,904.08.
In addition, a new permit to operate a waste disposal ground was recently issued by the provincial Ministry of the Environment, which took effect on June 19.
This most recent permit requires a more extensive regime for groundwater sampling at the landfill than the previous permit, and a cost estimate to complete the additional work provided by Matrix Solutions was $12,835.96.
This brings the total cost for groundwater monitoring, sampling and reporting to $32,604 for the city landfill, and will cover the period from July 2017 to March 31 of 2018. This work is a requirement of Environment’s permit for the city to operate their landfill.
Asked by Coun. Winston Bailey if this is a yearly requirement for the city, clerk Donette Richter said the city had done it yearly in the past, but this one covers the remainder of this year and partways into next year, so part of the cost will have to be part of the city’s 2018 budget.
Coun. Dick Michel inquired if the money for this extra amount, estimated to be around $10,000 for this year, is in the budget, and Richter said she believed the money is in the budget to cover this. In any event, council voted to approve the cost as it required for operating the landfill.
The Weyburn Ag Society was given approval by council for a community event licence for their beer gardens, to be provided at the Souris River Rodeo coming up at the Weyburn exhibition grounds.
The rodeo will start with the team roping jackpot on Friday evening, July 21, and the rodeo itself will be held on Saturday and Sunday, July 22-23.
As part of the beer gardens will be held outdoors, a map of the area was required to be provided, plus whether there is provision for security. This latter information will be provided to the Weyburn Police Service.
The beer gardens will operate from 5 to 10 p.m. on July 21, then from 2 to 8 p.m. on July 22, and for the cabaret in the Curling Rink, will run from 9 p.m. to 2 a.m.
The rodeo event on Sunday, July 23, will run from 2 to 8 p.m. in the same location.
