When twin sisters Ashley and Brooke Gibbons found "Arctic" in a backyard shed on July 7, she was smelly, dirty and trembling.

Constable Dave Schenk has been investigating the complaint which came to Weyburn Police Services on July 8.

The police began taking witnesses' statements and found that the suspect moved out of province.

"We will lay charges of animal neglect on a 23-year-old man," said Schenk.

Because the owner has moved out of Saskatchewan, there will be a warrant issued, however, it will not extend outside of the province, he added.

Brooke and Ashley continue to help Arctic find a good home.
