Carlyle council approves building permits for apartment blocks

The council meeting began with adoption of the agenda, and adopting the minutes from the previous meeting.

The first area of discussion was around work within the town office.

Town office, which rents space to many different groups, is under management of the town.

At issue was the state of the rooms used for the court's business, which are in need of some repair and repainting.

It was agreed to look into the matter, and consider calling for quotes to do the work.

The next area of discussions came around a committee report from the town and RM fire board.

Concern was raised that the Carlyle fire services were dispatched to an accident scene just east of Stoughton.

Council was concerned about the safety of the community if the trucks and volunteer members of the fire service were that far from town in the event of a fire or other emergency, with the recent fire that destroyed a home on 1st Street West being used as an example.

It was explained that dispatching of the fire service was decided by 911 services, and that Carlyle had a high priority, due to its frequency of response, compared to other volunteer services.

The topic of the planned annexation was also discussed.

At the request of the present landholders in the area being discussed, the town administrator reported that she was attempting to produce an approximate tax statement for the existing properties, so the landholders would be aware of what the tax changes would be if they were in a jurisdictional change from the RM to the town.

A further meeting with the RM, and another with the RM and landholders was also discussed.

Further business discussed by the council included the proposal by the company Vbine to install power-generating windmills on town-owned facilities.

Pursuant to the agreement, it was reported the town had submitted a request to SaskPower to purchase the electricity generated by the windmills, one of the stipulations of the agreement.

It was also reported that requests for further information from Vbine had yet to be responded to.

Vbine had proposed to build the windmills at their expense, and to sell power to the facilities where the windmills were located at a reduced cost, so long as the town secured the power purchasing agreement from SaskPower, and allowed Vbine to build the windmills at the proposed sites.

Street work also consumed some time at the meeting, with the state of some of the roads in town raising comment.

While the town has budgeted $100,000 this year for street repairs, the cost of street work is quite high, and determining priority for repair was discussed, as the budgeted amount will not allow for every trouble area to be addressed.

The final points of interest for the evening was the announcement of Carlyle winning an award from the Saskatchewan Waste Reduction Council, and the building permit submission for two new apartment blocks.

The blocks will each be three stories in height, and will house six two-bedroom apartments each, increasing the number of rental suites available in town by 12.

There was also discussion from the same individual to build an additional three apartment blocks on the same specification should the two being built now prove to be profitable.
