Repairs ongoing after last year's water treatment fire

News and notes from the May 26 regular meeting of Estevan city council


In the monthly water quality report, author Kevin Sutter, water treatment plant manager noted the City's water tower was broken into on April 21.

Suspects were arrested by RCMP members who assisted the Estevan Police Service, and the individuals were questioned. The facility was inspected and water samples were sent for analysis.

Results indicated the water quality was not compromised and the operations went back on line.

The report also noted the motor control centre, which was damaged in last year's fire at the treatment plant is now undergoing repair.

"We are operating on a temporary electrical distribution grid while this work is being done," said Sutter in the report. He noted there were several delays in reconstruction because the insurance company wanted to do more investigating into the cause.

All equipment has now been ordered and the project will likely be complete by the end of July.

Council passed the first reading of a new bylaw amendment, which would see the zoning of the property on 1138 First Street be changed from residential low density single detached to residential medium density.

The rezoning applicant is proposing to demolish the existing single-detached house and develop the site with a four-unit row house. Each building will be two stories and there will be seven parking stalls to accommodate potential residents.

With first reading of the bylaw, the proposal will move to the public consultation stage.

Council approved landscaping work around the Wellock water reservoir. The landscaping will be completed for $15,783 and the irrigation system will be installed for $6,420. Work will include the installation of fencing.

The building report for April was released as part of council's package and showed the totals in April and through the year to this point are both up in terms of dollar value from 2013 figures.

Seven permits were ordered, totaling $1.851 million in April, up from $1.255 million last year in the same month.

The City has issued 48 permits so far in 2014 for $6.915 million. That total is an increase from last year's $5.294 million collected from 45 permits from January to April.

Regens Disposal submitted its report for April, outlining the pick up and removal of garbage and recycling around the city in that month.

The average weight of recycling per cart was 11.0 kilograms, totaling 37,754 kg across the city.

The trash numbers showed an average weight of 18.9 kg per cart, totaling 222,517 kg of trash throughout April.

Estevan's newest councillor Trevor Knibbs, who was elected to the open council seat in a byelection this past spring, was appointed the City's representative on a number of committees, including the Estevan Bruins hockey club, the Creighton Lodge management committee and the Woodlawn Regional Park Authority.

He was also assigned to Estevan Housing, after fellow Coun. Kevin Smith, who had been appointed to that board, noted a conflict of interest.

Mayor Roy Ludwig recognized the efforts of the community members who have volunteered their time at the Warm Welcome shelter that houses the city's homeless during the coldest months of the year. About 15 were present in the council chambers to receive their certificates of appreciation from the City.
