Estevan inspector to take on the role of deputy police chief

ESTEVAN — Warren Morrical will become the deputy chief with the Estevan Police Service as of March 31, replacing the retiring Murray Cowan.

The announcement was made during the latest meeting of the Estevan board of police commissioners on March 12.

"I'm happy to say that we've reached an agreement, and our future Deputy Chief Morrical accepted the new role and will be promoted on the 31st of this month," said Estevan Police Chief Rich Lowen, handing Morrical his new badge.

Morrical was promoted to inspector in 2022, and Lowen said they will be looking into filling this position at a later date.

"We will be looking at providing training and opportunity for a member to take that role and become an inspector in the future," Lowen said, adding that they opened it to local sergeants. "We have an expression of interest, which will be closed at the end of this month. We want to see how many apply, and then we'll see how we evaluate and go forward."

Morrical grew up in Alberta. He graduated from the University of Alberta in 1997 with a degree in mining engineering. Morrical joined EPS in 2008 after leaving the mining industry.

From 2008-2018, he held varying roles within the police service, including frontline patrol officer, firearms instructor, drug recognition expert, court liaison officer, traffic supervisor, member of the Combined Traffic Services of Saskatchewan and a member of Criminal Investigations Division. He was also an instructor at the Sask. Police College.

In 2018, Morrical was promoted to the rank of sergeant and assigned as supervisor for criminal investigations, a role which continued until 2021. Between April and September of 2021, Morrical assumed command with the EPS as the acting chief. Following the completion of these duties, he was assigned to a role as an administrative sergeant in April 2022 and subsequently promoted to the rank of inspector in September of that year.
