Fire department report provided to Assiniboia Town Council

ASSINIBOIA - The Assiniboia Town Council met for a meeting on March 22. In attendance were Mayor Sharon Schauenberg; Councilors Peter Kordus, Graham Harvey, Patrick Grondin, and Kent Fettes. Absent were Coun. Robert Ellert, Clint Mauthe and Kerri Martin.

Public acknowledgements was given to Assiniboia Times, Fire Chief Chuck Rust, and RCMP rep Sgt. Siliker.

Agenda for meeting adopted with the addition of one item to be discussed in new business. Moved by Fettes/ Grondin. Minutes of last meeting March 8, accepted and approved as read. Moved by Kordus/ Fettes. Minutes of the IFOS meeting Jan 26, accepted and adopted as read. Moved by Fettes/Kordus.

Public Hearing given to Bylaw 03/22 – amendment of  the Zoning bylaw 02/14

RCMP report given by Sgt. Siliker. Accepted and adopted as read. Moved by Fettes-Harvey.

Fire department report given by Fire Chief Chuck Rust. Concerns raised re dispatching emergency trucks when the weather conditions are in a white out stage and road conditions have highways closed.  Council will look for provincial guidance.  Currently Assiniboia has 19 volunteer firefighters. Chief Rust reports four false alarm calls in the first quarter of the year. Report accepted and adopted. Moved by Fettes/Harvey.

The Town of Assiniboia makes resolution of proclamation that the week of April 24 to April 30 will be National Volunteer Week

CAO gave his report. He is working on Tender for water and sewer of Centre Street. There is sand sealing, paving and sidewalks that will be done by July 1.

SaskPower is suggesting new street lights be installed at the same time as the street work is done to avoid having to disrupt the streets again at a later date. 

The CAO has attended several meetings and will attend SUMA.

Ritchie Brothers will present to council regarding the sale of surplus equipment for the town.

Statement of Financial Activity and list of paid accounts accepted and adopted as read. Moved by Kordus/Harvey.

There was a request for decision on Bylaw 03/22, which had the second and third reading. Motioned by Fettes/Harvey.

Bylaw amending fees and changes were made to Bylaw 02/15, amending fees for SAMA. First read Harvey/Grondin  Second read Kordus/Harvey. Third read Harvey/Kordus. Final read Grondin/ Fettes.

Building official appointments were moved by  Harvey/Grondin.

A councillor by-election was set for June 8, with nominations for the open councillor position to be submitted by May 4. Moved by Fettes/Kordus.

There was an ACIA request for temporary line of credit. Moved by Harvey/Fettes. Town Council has set a planning day for May 17, where they will make a strategy plan and prioritize plans in the five year plan.

Purchase of a 2022-450 ATV to be used by Town employees for weed spraying at the ball diamonds and snow removal as needed around town. The new model will give full warranty versus none with a used model. Adopted and accepted Harvey/Fettes.

Council presentations were made by each councilor and Mayor detailing their attendance at meetings and functions over the past two weeks.  

The next meeting of Town Council is scheduled for April 12 and April 26.
