The highest-paid City of Regina workers for 2024 have been revealed

According to financial documents, city manager Niki Anderson was the highest-paid city worker, earning roughly $317,112 last year.

In total, the City of Regina employed 5,168 workers for 2024, making up roughly 46 per cent of the city's expenses.

REGINA — The City of Regina has revealed its highest-paid workers for 2024.

According to financial documents, city manager Niki Anderson was the highest-paid city worker, earning roughly $317,112 last year. 

She was also the only city worker to earn more than $300,000.

As of late April, Anderson is on personal leave, with acting city manager Jim Nicol taking over her role. It’s unclear when she will return.

Regina Police Service (RPS) Chief Farooq Sheikh earned the second-highest salary, with $273,100.

Like Anderson, Sheikh is also absent from his role after a public complaint made against him in April led to his suspension.

Since then, the RPS has remained silent on the details of Sheikh’s suspension.

The other highest-paid city workers include:

  • Lorilee Davies, acting deputy chief of RPS: $256,547
  • Deborah Bryden, deputy city manager of city planning and community services: $250,206
  • Jennifer Johnson, deputy city manager of communications, service Regina and tourism: $240,902
  • Roberta Engel, interim president and CEO at Regina Exhibition Association Ltd: $237,720
  • Kurtis Doney, deputy city manager of city operations: $234,485
  • Darcy Koch, superintendent at RPS: $228,312
  • Shannon Williams, city solicitor: $224,281
  • Trent Stevely, deputy chief of RPS: $227,568

Other notable city worker pay includes Ly Pham, chief of staff, receiving $192,177. Pham and two other city staff were fired shortly after Anderson was placed on leave.

Former REAL CEO Tim Reid was paid $22,060 after being removed from REAL by their board in early Jan. 2024.

Reid also received $187,757 for “other remuneration,” according to the financial documents.

Economic Development Regina (EDR) CEO Chris Lane was paid $211,721, while Regina Fire Chief Layne Jackson received $218,378.

As for Regina politicians, former mayor Sandra Masters earned $151,564, while current Mayor Chad Bachynski received $12,633 after being elected in November.

Eight former city councillors who either did not seek re-election or were defeated received $55,537 each from the start of 2024 until their final day in office in October.

In total, the City of Regina employed 5,168 workers for 2024, making up roughly 46 per cent of the city's expenses.
